(AP) ? Syrian opposition groups struggled to form a united leadership and a political platform at a meeting Tuesday that exposed the vast disagreements that have prevented them from effectively leading the uprising against President Bashar Assad.

Arguments were rife among the roughly 250 participants at the conference in Cairo over key questions, including whether to ask for foreign military intervention to halt the violence and what role religion would play in a post-Assad Syria.

Late Tuesday, delegates were still debating the wording of a document meant to guide the opposition through a transitional period and present a basic vision of the future state. It was unclear when the final text would be released.

In other developments Tuesday, Assad told a Turkish newspaper that he regretted that Syria shot down a Turkish warplane last month, and a U.S.-based human rights group said the Damascus regime was running a network of torture centers across the country, citing victims' accounts of beatings, sexual assaults and electric shocks.

Opposition group members interviewed at the Cairo conference by The Associated Press brought into sharp relief their vast disagreements on issues not addressed in the draft charter, suggesting it papered over the divisions that have prevented them from presenting a united front to the international community.

"It's very dangerous at this point," said Abdel-Aziz al-Khayyar, who spent 14 years in Syrian prisons and is now part of the Syrian National Coordination Body. "If we fail to unify as the opposition, it is the greatest gift to the regime."

Since the March 2011 start of the uprising that activists say has killed about 14,000 people, Syrian exiles have organized scores of organizations to collect aid, distribute information and lobby the international community.

But all along, infighting has hampered their ability to court international support. And most groups are led by exiles who have lived outside Syria for years or decades, giving them little credibility with activists inside the country.

Indeed, many inside Syria resent the exile leadership, saying they have taken the glory without sacrificing to face the regime.

"We only recognize those who are working inside the country," Jamal Akta, a rebel commander in the northern Syrian city of Ariha, said recently. "We'll only recognize those people outside when they are standing in the ranks with us, when we see something tangible from them, real help, not words."

Syria's uprising began in March 2011 with protests calling for political reforms that Assad's security forces violently quashed. The dissent grew, and many in the opposition have since taken up arms against the regime, transforming the uprising into an armed insurgency. Activists say more than 14,000 people have been killed.

The vast differences among opposition groups were clearly on display at the Cairo conference, hosted by the Arab League, where participants argued late into the evening over the wording of a document meant to define their movement.

U.S. State Department spokeswoman Victoria Nuland said Washington applauded the conference for bringing together a broad range of opposition elements, and she said there was "significant progress" on "a political vision statement and a transition plan."

However, the meeting failed to resolve many large issues facing the opposition after 15 months of deadly violence.

The two largest opposition groups at the meeting distrust each other. Members of the Syrian National Council accused the Syrian National Coordination Body, known as the NCB, of being too close to the regime. For its part, the NCB accuses the SNC of being a front for the Muslim Brotherhood and Western powers.

Late Tuesday, it appeared that efforts to bring all groups under a unified leadership were set to fail ? not least of which because Kurdish activists walked out over how the draft charter spoke of their minority.

Even members of the same group disagreed on key issues.

Al-Khayyar, the former prisoner, dismissed those calling for foreign military intervention as "voices that are not very important ... waiting for the world to give its kids to die for our cause."

Another member of the NCB, Abdel-Basit Hamo, said foreign help was welcome.

"When you're drowning and someone gives you a hand, do you ask whose hand it is first?" he asked.

Others disagreed on the role of religion in a post-Assad Syria.

"The revolution came out of the mosques, so with my respect to minorities, we want a civil state but we must also remember that more than 80 percent of Syria is Muslim," said Abdel-Ilah al-Mulham, a tribal leader from the besieged city of Homs and an SNC member.

He said he opposed laws that made men and women equal, saying this counters Islamic law in issues such as divorce and inheritance.

At one point, one attendee broke down in tears outside the meeting room.

"Thousands of martyrs and they can't unite?" said Thaer Al-Hajy, part of a group called the Syrian Revolution Coordination Union. "We are sitting here in hotels and they are down there dying."

One independent activist said all agreed that Assad must go, but that there are many different views of what follows.

"These are sensitive issues that go back to people's ideologies," said Ziad Hassan, 28. "It could take two years, not two days, to get over our differences."

International diplomacy has failed to stop the bloodshed in Syria. A peace plan put forward by U.N.-Arab League envoy Kofi Annan has collapsed, with the almost 300 U.N. observers sent to monitor a cease-fire stuck in their hotels because of continued violence.

On Saturday, world powers endorsed a new plan that calls for the formation of a transitional government with full executive powers. But at the insistence of Syrian ally Russia, the plan does not bar Assad from taking part ? making it a nonstarter for the opposition.

In a rare interview with Turkey's Cumhuriyet daily newspaper, Assad spoke about the Annan plan for the first time, saying he was "pleased" that the decision about Syria's future was left to its people.

"The Syrian people will decide on everything," he said.

Assad also said he regretted that Syrian forces had shot down a Turkish fighter jet on June 22. Syria says the jet was flying low inside Syrian airspace. Turkey says it was shot down in international airspace after briefly straying over Syria.

"I say 100 percent, I wish we did not shoot it down," Assad said. But he stopped short of apologizing, saying Syria fired in self-defense.

Meanwhile, New York-based Human Rights Watch said Assad's security forces are running more than two dozen torture centers across Syria.

Interviews with more than 200 regime defectors and former detainees revealed more than 20 torture techniques, including sexual assault, acid attacks, punching staples into skin, tearing out fingernails, beatings with sticks and electric shocks to genitals and other body parts, the group said.

It said the apparently state-sanctioned torture constituted a crime against humanity and called on the U.N. Security Council to refer Syria to the International Criminal Court in The Hague.

Barclays chairman quits after rate-rigging scandal

By Steve Slater

LONDON (Reuters) - Barclays Plc Chairman Marcus Agius quit on Monday, saying "the buck stops with me" after an interest rate rigging scandal dealt "a devastating blow" to the bank's reputation.

Agius, chairman for 5-1/2 years, is the first major scalp from the scandal, which is likely to draw in more banks and potentially the regulatory authorities, but his resignation did not take the heat off Chief Executive Bob Diamond, who is under pressure to go, too.

"The buck in Barclays stops with Bob Diamond, and it is Bob Diamond who must accept responsibility," said John Mann, a Labor politician who is part of a panel of lawmakers who will grill Diamond on Wednesday and Agius on Thursday.

"He (Diamond) must resign. He's got to go. There is no role for people like him if banking is to be trusted again in this country and if British banking is to restore its tarnished reputation in the world, which of course is of great importance to our economy," Mann said on Sky News.

Diamond and Agius have also faced calls from some shareholders to resign after Barclays was last week fined $453 million by British and U.S. regulators for submitting inaccurate submissions on the Libor interest rate.

"I still think it is going to be hard for Bob Diamond to keep his job. I don't think he has built up enough shareholder goodwill in the past to be able to ride this one out," said a top 25 investor in the bank, who asked not to be named.

Barclays has admitted that some of its traders attempted to manipulate the setting of the London interbank offered rate (Libor), which is used worldwide as a benchmark for setting prices on about $350 trillion of derivatives and other financial products.

"Last week's events - evidencing as they do unacceptable standards of behavior within the bank - have dealt a devastating blow to Barclays reputation ... The buck stops with me, and I must acknowledge responsibility by standing aside," Agius said in a statement.

When Diamond and Agius appear before the parliamentary committee this week they are likely to be quizzed on what the Bank of England (BoE) and other regulators knew.

Details released in documents last week could prove embarrassing to the BoE, after sources said a key conversation held in October 2008 cited in the documents was between Diamond and BoE Deputy Governor Paul Tucker.

Some people at Barclays mistakenly believed the bank had been granted permission to submit artificially low Libor estimates after that conversation, the documents released last week showed.

More than a dozen other banks are being investigated in the long-running global probe by authorities in North America, Europe and Japan, including Citigroup, HSBC, UBS and Royal Bank of Scotland. Analysts and bankers expect more big fines.

ROOT & BRANCH REVIEW

Barclays has admitted it submitted artificially low estimates of its borrowing costs from late 2007 to May 2009 because it thought rivals were doing the same and higher submissions would make it appear to be in trouble.

Between November 2007 and October 2008 some Barclays employees raised concerns with the British Bankers' Association - the UK banking lobby group that is also responsible for setting Libor - the Financial Services Authority, the BoE and the Federal Reserve Bank of New York regarding its concern that Libor rates were being set too low, U.S. Department of Justice documents said.

It said the employees did not provide "full and accurate information" to the authorities.

Barclays said it would launch an audit of its business practices, led by Michael Rake, its senior independent director, who will move up to deputy chairman.

"I am truly sorry that our customers, clients, employees and shareholders have been let down," Agius said.

The audit will undertake "a root and branch review of all of the past practices that have been revealed as flawed" and assess implications for its practices and culture. Diamond said its recommendations would be implemented in full.

Agius said Barclays had been "well served by an excellent executive team" under him, first led by John Varley and now by Diamond.

Agius became chairman at the start of 2007 after more than 30 years as an investment banker and then chairman at Lazard.

He is also BBA chairman, but that position is always drawn from one of the banks, so he is set to leave that position too.

(AP) ? When the Olympics start, it will be Usain Bolt doing the chasing.

The World's Fastest Man wasn't even the fastest man in Jamaica on Friday night.

Instead, that honor was snatched away by Yohan Blake, the man they call "The Beast," who blew away Bolt out of the starting blocks and finished the 100-meter final in 9.75 seconds to upset the world-record holder by 0.11 seconds in the Jamaican Olympic trials.

How big a shocker? Time will tell. One thing for sure, however, is that the math for the London Olympics has changed dramatically.

"Nine-point-seven-five, it's awesome," Blake said. "I won the world championship, so I've got that. Now, I'm the national champion for Jamaica, so I've got that. And now, I go into the Olympics like this."

Blake is, indeed, the reigning world champion, but that victory came with an asterisk because Bolt, the reigning Olympic champion, didn't run that night in South Korea after being disqualified for a false start.

This was their first rematch, the first real race between the training partners since then. Bolt was considered the favorite, not only because of his world record ? 9.58 seconds ? but because Blake had never run faster than 9.82 in his life.

Well, now, he has.

The 9.75 seconds on a calm night in Kingston goes down as the best time in the world this year and also breaks the four-year-old National Stadium record; both previous marks were 9.76 ? both held by Bolt. Only Bolt, Asafa Powell and Tyson Gay have ever run faster.

As much as the numbers, though, it was all that daylight between Blake and Bolt at the finish line that told this story. Blake got ahead early and, for a while, looked to have more of a tussle on his hands with Powell, who finished third, than with Bolt. As he always does, Bolt rallied at the end, leaning at the line ? to make sure he held onto second.

Ahead of him, it was Blake spreading his hands out to his sides and letting out a primal scream. Bolt just pulled up. No pretending to shoot a bolt of lightning into the sky ? the now-famous "To the World" pose ? or anything else to celebrate on this night. Later, Bolt offered Blake congratulations, shaking his hand and using the other to amiably palm the head of an opponent eight inches shorter than him.

While all that ? the daylight at the finish, congratulating someone else when it was over, his first loss since the DQ at worlds ? was a downer for Bolt, the scene at the start was even worse.

Always the toughest part of the race for the 6-foot-5 defending Olympic champion, Bolt lumbered out of the blocks this time and had to churn those long legs to make up big ground simply to get in the mix.

Afterward, he said something near the start line was bothering him, beginning with the semifinals, where he also got off to a bad start.

"I had to ignore it," Bolt said. "I had trouble getting out, but I kept feeling like I could not give up."

He couldn't, if only because there are only three spots available in the 100 and Powell ? the man who held the world record before Bolt broke it for the first time in 2008 ? is a factor in every race he runs. He finished in 9.88 ? 0.02 behind Bolt and 0.06 faster than Michael Frater, who will be a part of the Jamaican 400 relay team, which also is trying to defend its Olympic title.

In the women's 100, defending Olympic champion Shelly-Ann Fraser-Pryce won in a Jamaican-record 10.70 seconds ? equaling the seventh-fastest time ever ? with Veronica Campbell-Brown in second and Kerron Stewart third.

Fraser-Pryce's form hadn't been great for much of this year, but she got back into the flow with a 10.92 in New York earlier this month. She won easily over Campbell-Brown, who finished 0.12 seconds behind, at 10.82.

"I always had faith because of my training," Fraser-Pryce said. "I came out here to do my best. I did my best. It worked out. I'm going to the Olympics."

Campbell-Brown provided the surprise at the 2008 trials when she finished fourth in the final and didn't make the 100 field.

She ended up winning her second straight 200 title at the Olympics and, this time, is back in line for a double.

"I don't like to go back in the past," Campbell-Brown said about the 2008 disappointment. "I'm just thankful for what I have today. I got my spot in the 100 meters. I'm happy for that."

Left out this time was Sherone Simpson, who was part of the 100 medals sweep in Beijing. She finished fourth.

Earlier, the defending Olympic champion in the 400 hurdles, Melanie Walker, earned her return trip with a win in 54.77 seconds.

Bolt earned his spot on the Jamaican team, too, and knows there are four more weeks to go before the trip to London. That's plenty of time to get in shape and get ready to ? what? ? catch someone instead of avoid being caught. The man who coaches them both, Glen Mills, said Blake came into this race in far better shape than Bolt.

"We're right where we want to be, going into London," Mills said. "We just want to keep them healthy. That's the key."

But there are two more days of racing left. It starts Saturday morning with qualifying heats in the 200.
