Questions remain in deadly Florida highway crash

(AP) ? Just hours before a pileup that killed 10 people, authorities had closed a stretch of highway smothered in smoke and fog due to a three-vehicle crash that left a passenger seriously injured. Why they reopened it just minutes before the second crash ? and who made the call ? remained murky Monday, with the Florida Highway Patrol refusing to answer questions as national investigators hinted they might join the inquiry.

An FHP report noted that police closed Interstate 75 about midnight Saturday following the smashup between two SUVS and after drivers called in reporting low visibility. They reopened the roadway at 3:30 a.m. ? 15 minutes before at least a dozen cars, six tractor-trailers and a motorhome collided south of Gainesville, pushing some of the cars under the crushing bellies of big rigs, causing others to burst into flames and sending metal shrapnel flying through the air. Eighteen survivors were hospitalized.

FHP spokesmen at the state and local level did not respond to several phone calls and emails Monday from The Associated Press seeking answers to what protocol authorities follow ? and whether it had been altered following a similarly deadly crash in 2008 on Interstate 4 between Orlando and Tampa, about 125 miles south of Sunday's crash. Four people were killed and 38 injured in that crash.

Meanwhile, the National Transportation Safety Board sent investigators to Gainesville on Monday to determine if it would formally join the inquiry into the crash and its causes. Either way, the highway patrol will remain in charge of the investigation, NTSB spokesman Peter Knudson said. "We've investigated a number of these pileups and we just want to see if there is any lesson we can learn from this particular series of accidents," he said. "One of the areas that our investigators will be looking at is the reopening of I-75."

The pileups happened on both sides of the highway. When rescuers first arrived, the smoke and fog were so thick the only way they could locate victims was by following the sound of their screams and moans from the wreckage, which was strewn for nearly a mile.

Authorities had not released the names of the victims, but did say that four people died in one of the cars and that a "tour bus-like" vehicle also was involved in the pileup. The fog and smoke had cleared enough Monday to reopen all lanes of the roadway.

Steven R. Camps and some friends were driving home hours before dawn Sunday when they were drawn into the massive wreck. "You could hear cars hitting each other. People were crying. People were screaming. It was crazy," the Gainesville man said hours later. "If I could give you an idea of what it looked like, I would say it looked like the end of the world."

Before Camps hit the fog bank, a friend who was driving ahead of him in a separate vehicle called to warn of the road conditions. The friend said he had just seen an accident and urged Camps to be careful as he approached the Paynes Prairie area, just south of Gainesville.

A short time later, Camps said, traffic stopped along the northbound lanes. "You couldn't see anything. People were pulling off the road," he said. Camps said he began talking about the road conditions to a man in the car stopped next to him when another vehicle hit that man's car.

The man's vehicle was crushed under a semi-truck stopped in front of them. Camps said his car was hit twice, but he and another friend were able to jump out. They took cover in the grass on the shoulder of the road. All around them, cars and trucks were on fire, and they could hear explosions as the vehicles burned.

"It was happening on both sides of the road, so there was nowhere to go. It blew my mind," he said, explaining that the scene "looked like someone was picking up cars and throwing them."

The fire that is believed to have contributed to poor visibility on the highway had destroyed 62 acres and was still burning Monday. Florida Forest Service spokeswoman Ludie Bond said the fire began Saturday and investigators were still trying to determine whether the blaze had been intentionally set. She said there were no controlled burns in the area and no lightning. No home are threatened by the fire. ___ Associated Press writer Freida Frisaro in Miami contributed to this report.

Iraqi Sunni-backed lawmakers end parliament ban (AP)

BAGHDAD ? Iraq's Sunni-backed political alliance ended a parliament boycott Sunday, officials said, but the bloc's ministers will stay away from Cabinet meetings to protest arrests and prosecution of Sunni officials.

The decision underlines sectarian tensions in the Shiite-dominated government as violence surges just weeks after U.S. troops left the country.

The political crisis erupted last month after Iraq's Shiite-led government issued an arrest warrant against the Sunni Vice President Tareq al-Hashemi on terrorism charges. In protest, Iraqiya lawmakers and ministers boycotted parliament and Cabinet sessions, bringing government work to a standstill.

Maysoun al-Damlouji, a spokeswoman for the Iraqiya bloc, said its lawmakers will return to the parliament when it reconvenes Tuesday. She said Iraqiya's leaders decided during a meeting Sunday that the bloc's ministers will not attend the weekly meeting of Prime Minister Nouri al-Maliki's Cabinet the same day.

Iraqiya Sunni lawmaker Etab al-Dori said the decision to end the parliament ban is aimed at restoring some stability to the country's turbulent political processes and "serve the nation in the best way possible."

That includes participating in a vote on the country's budget and pushing through a resolution that would end persecution of Sunnis by security forces that are mainly Shiite, al-Dori said.

Iraqiya leaders accuse al-Maliki of efforts to marginalize the Sunni minority and cement his own grip on power.

Al-Maliki's security forces have launched a widespread crackdown against Sunnis, detaining hundreds for alleged ties to the deposed Baath Party of Saddam Hussein. Iraqiya officials said 89 of its members have been detained in the past three months.

Al-Hashemi, the Sunni vice president, denied the charges of running death squads and fled to the autonomous Kurdish region in Iraq, out of reach of authorities in Baghdad. He is refusing to return for trial in Baghdad.

The political battle coincides with a wave of bombing attacks, most of them targeting Shiites, killing more than 200 this month.

The twin crises have raised fears of a reprise of a conflict five years ago, when heavily armed Shiite and Sunni militias battled each other and brought the nation to the brink of civil war.

Although there were no claims of responsibility for the attacks, recent bombings resemble previous ones by al-Qaida in Iraq. The group has stepped up attacks since the U.S. completed its withdrawal, in apparent efforts to provoke a counterattack by Shiite militias on Sunnis that could re-ignite sectarian warfare.

On Friday, a suicide car bomber struck a Shiite funeral procession in southwestern Baghdad, killing 33 people and injuring 65.

What really happened prior to 'Snowball Earth'?

In a study published in the journal Geology, scientists at the University of Miami (UM) Rosenstiel School of Marine and Atmospheric Science suggest that the large changes in the carbon isotopic composition of carbonates which occurred prior to the major climatic event more than 500 million years ago, known as 'Snowball Earth,' are unrelated to worldwide glacial events.

"Our study suggests that the geochemical record documented in rocks prior to the Marinoan glaciation or 'Snowball Earth' are unrelated to the glaciation itself," said UM Rosenstiel professor Peter Swart, a co-author of the study. "Instead the changes in the carbon isotopic ratio are related to alteration by freshwater as sea level fell."

In order to better understand the environmental conditions prior to 'Snowball Earth', the research team analyzed geochemical signatures preserved in carbonate rock cores from similar climactic events that happened more recently ? two million years ago ? during the Pliocene-Pleistocene period.

The team analyzed the ratio of the rare isotope of carbon (13C) to the more abundant carbon isotope (12C) from cores drilled in the Bahamas and the Enewetak Atoll in the Pacific Ocean. The geochemical patterns that were observed in these cores were nearly identical to the pattern seen prior to the Marinoan glaciation, which suggests that the alteration of rocks by water, a process known as diagenesis, is the source of the changes seen during that time period.

Prior to this study, scientists theorized that large changes in the cycling of carbon between the organic and inorganic reservoirs occurred in the atmosphere and oceans, setting the stage for the global glacial event known as 'Snowball Earth'.

"It is widely accepted that changes in the carbon isotopic ratio during the Pliocene-Pleistocene time are the result of alteration of rocks by freshwater," said Swart. "We believe this is also what occurred during the Neoproterozoic. Instead of being related to massive and complicated changes in the carbon cycle, the variations seen in the Neoproterozoic can be explained by simple process which we understand very well."

Scientists acknowledge that multiple sea level fluctuations occurred during the Pliocene-Pleistocene glaciations resulting from water being locked up in glaciers. Similar sea-level changes during the Neoproterozoic caused the variations in the global carbon isotopic signal preserved in the older rocks, not a change in the distribution of carbon as had been widely postulated.

Scoreboard comment 'unfortunate,' Harbaugh says

?


It was clear at Friday?s press conference that Ravens coach John Harbaugh isn?t happy with Randy Brown, the team?s kicking consultant, who generated headlines across the Internet earlier this week by raising doubts, albeit jokingly, about the New England Patriots? possible intentions in the final seconds of the AFC Championship Game last Sunday.

?I just think it was unfortunate,? Harbaugh said of Brown?s comments.

Much has been made of the fact that Gillette Stadium?s Jumbotron board showed the incorrect down throughout the Ravens? final series, leading some to speculate there was sideline confusion that may have impacted Billy Cundiff?s ill-fated 32-yard field goal attempt.

In an interview on a Philadelphia radio station several days after the game, Brown tacitly raised doubts about the intentions of the Patriots, who controlled the scoreboard.

?I don?t think you can rule anything out in New England, can you?? Brown said.
That was a reference to a 2007 incident known as ?Spygate,? in which the Patriots were caught filming the New York Jets? defensive coaches? signals from a sideline location ? a violation of league rules that led to New England coach Bill Belichick being fined a half-million dollars.

Brown?s comments about the Patriots ?were unfortunate comments for sure,? Harbaugh said Friday. ?I?ve known Randy for a long time. Randy is a very good person. If you listen to the interview, you get a very clear indication that it was in jest. He?s known those guys for a long time. He?s a Philly guy, he?s been on that radio station a bunch, and they were going back and forth, and there was a lot of laughing going on.

?It wasn?t meant in a serious way, but it doesn?t come out that way in print. Randy should understand that, and he feels really bad about it right now. We in no way at all think that (the Patriots were up to something), and we?ve said that already.?

Harbaugh conceded it was possibly the scoreboard mistake may have confused Cundiff.

?I never looked at the scoreboard, personally. I never do,? Harbaugh said. ?The scoreboard is not what we use to calculate where we?re at down-and-distance-wise. We knew where we were at. Cam called the plays accordingly, and we called the field goal team on the field, and the field goal team headed out. Sometimes the kicker is in back, he?s on his own, he?s at the net, and they get themselves in that place to kick a field goal. He might be looking at the scoreboard ? but he?s also in communication with Randy. Those guys knew, or should have known, what the down and distance was.?

In any case, there was no excuse for missing the field goal, Harbaugh said.

?That?s what Billy said. He?s got to make that kick, no matter what,? Harbaugh said. ?So no matter what happened with that, yeah the scoreboard was behind, but it didn?t affect us in any way, what we were doing. That kick should get made.?

Costa to offer 11,000 euros to passengers on Concordia (Reuters)

ROME (Reuters) ? Several of Italy's consumer groups signed an agreement with Costa Cruises to offer about 11,000 euros ($14,500) to each of the more than 3,000 passengers aboard the Costa Concordia when it hit a rock and capsized near the Italian island of Giglio on January 13, a statement from the consumer groups said.

The company has agreed to pay 11,000 euros for items lost and any psychological damages to each passenger who suffered no physical injuries. In addition, the cost of the cruise and all transportation will be covered. Passengers injured while abandoning the ship will be dealt with individually.

Those who accept the offer must agree to drop all future legal actions against Costa Cruises, according to the agreement. Children will receive the same financial settlement as adults, and passengers will be paid within a week of accepting the offer.

Codacons, a consumer group that did not sign the agreement, recommended that passengers not accept it and urged them to undergo a check to see if they suffered any psychological trauma as a result of the shipwreck, according to Carlo Rienzi, the group's president.

Codacons is collecting names to file a class action suit in Miami against parent company Carnival Plc, requesting 125,000 euros for each passenger.

(AP) ? The 2012 Sundance Film Festival in Utah isn't just about movies. Festival director John Cooper says organizers added more music to the 11-day festival this year to encourage relationships between independent filmmakers and musicians.

The ASCAP Music Cafe on Park City's Main Street hosts artists every day during the festival and also nightly concerts. And parties around town feature established and emerging musicians, such as R&B singer Estelle and Swedish DJ Sebastian Ingrosso.

Documentaries about Neil Young, Paul Simon and Ice-T are also part of the festival lineup.

ASCAP Music Cafe producer Loretta Munoz says the festival's mission is similar to that of the songwriters' organization she represents ? to foster great art by encouraging and supporting independent artists.

The Sundance festival continues through Sunday.

UN's new Afghan envoy heartened by talk of peace (AP)

KABUL, Afghanistan ? The U.N.'s new representative to war-torn Afghanistan said Wednesday that he was encouraged by widespread discussion about prospects for making peace with the Taliban.

Jan Kubis, the new special representative of the U.N. Secretary-General, said that he thinks the Afghan people are tired of the 10-year war and are interested in supporting steps that would bring more stability and eventually peace to Afghanistan.

"Political forces are discussing it. The parliament is discussing it. Civil society is discussing it at all levels ? not only at the top level, but in the provinces," said Kubis, who arrived in Afghanistan about a week ago and has been meeting with Afghan President Hamid Karzai and other top Afghan and international officials. "People are trying to understand what can we do to support this."

The U.S. has engaged in secret talks with Taliban figures, and the Afghan government and other regional players have also opened lines of communication with the insurgency as a way to find a political resolution to the war.

Kubis said that no major, relevant party can be excluded from the discussion.

He cautioned that the country was still dangerous.

"It's obvious to everyone that the security situation is still volatile," Kubis said. "Unfortunately, suicide and terrorist attacks are a part of the life here. What is tragic and sad is that unfortunately, suicide attacks are targeting, indiscriminately, civilians, including children and women.

Kubis succeeds Staffan de Mistura, who headed the United National Assistance Mission in Afghanistan from March 2010 to December 2011. Prior to taking up his new position, Kubis was executive secretary of the U.N. Economic Commission for Europe.

He said his priorities were to link security and development, promote reconciliation and work on issues related to governance, human rights, election and legal reforms.

Kubis arrives as international development assistance is declining and foreign combat forces have started to withdraw ? a gradual process that is to be completed by the end of 2014.

Some countries, including France, are under domestic political pressure to pull out of the unpopular war early.

France halted its training programs for the Afghan military and threatened to withdraw its forces earlier than planned after an Afghan soldier shot and killed four French troops last week in eastern Afghanistan.

Defense Ministry Gen. Mohammad Zahir Azimi said Wednesday that an investigation is ongoing into the attack. He would not confirm speculation the attack was motivated by a video purporting to show U.S. Marines desecrating Taliban insurgents' bodies, or for some other reason.

He said the Afghan soldier, who is in custody, is 21 years old and had been in the Afghan National Army less than three months.

"Our initial investigation is not completely clear," Azimi said.

The 39-second video, which showed what appeared to be Marines urinating on the corpses of Afghans, drew immediate condemnation from all sides when it surfaced on YouTube earlier this month.

The attack was latest of several by an Afghan soldier on international troops working with the national army. There have been more than a dozen such turncoat attacks in two years, although the U.S.-led coalition says they are isolated incidents that do not point to a wider trend nor to organized Taliban infiltration.

The U.S. military promised to investigate and punish those involved, but the video's wide distribution has threatened to sour relations between Afghans and the international troops working to train the national army to take over security by the end of 2014.

French investigators are traveling to Afghanistan to assist in investigating the attack.

(AP) ? Republican presidential contenders Mitt Romney and Newt Gingrich clashed repeatedly in heated, personal terms Monday night in a crackling campaign debate, the former Massachusetts governor tagging his rival as an "influence peddler" in Washington, only to be accused in turn of spreading falsehoods over many years in politics.

"You've been walking around the state saying things that are untrue," Gingrich said to his rival in a two-hour debate marked by interruptions and finger pointing.

The debate marked the first encounter among the four remaining GOP contenders ? former Pennsylvania Sen. Rick Santorum and Texas Rep. Ron Paul shared the stage ? since Gingrich won the South Carolina primary in an upset last weekend, a double-digit victory that reset the race to pick a rival to challenge President Barack Obama this fall.

Romney was the aggressor from the opening moments Monday night, saying Gingrich had "resigned in disgrace" from Congress after four years as speaker and then had spent the next 15 years "working as an influence peddler" in Washington.

In particular, he referred to the contract Gingrich's consulting firm had with Freddie Mac, a government-backed mortgage giant that he said "did a lot of bad for a lot of people and you were working there."

Romney also said Gingrich had lobbied lawmakers to approve legislation creating a new prescription drug benefit under Medicare.

Brothers reunited in Japan after 6 decades apart (AP)

KYOTO, Japan ? They no longer speak the same language, but two brothers separated nearly 60 years each think the other hasn't changed a bit.

Japanese-American Minoru Ohye celebrate his 86th birthday Monday with his only brother after traveling to Japan for a reunion with him.

The brothers were born in Sacramento, California, but were separated as children after their father died in a fishing accident. They were sent to live with relatives in Japan and ended up in different homes.

The reunited brothers hugged in a hotel room and exchanged gifts of California chocolate and Japanese sake. The American brother wore his trademark baseball cap and jeans. The Japanese bother wore a suit and tie.

But the same bright eyes and square jaws were a dead giveaway that they were brothers. They both loved golf and had back pains. They thought the other hadn't changed a bit.

"If we miss this chance, we may never meet. You never know," said Ohye, energetic except for a sore knee. "Either he may die, or I may die."

Separated across the Pacific, their only prior meeting had been a brief one in the mid-1950s when Ohye stopped by Japan while serving in the U.S. Army in the demilitarized zone on the Korean peninsula.

His brother, Hiroshi Kamimura, 84, was adopted by a Japanese family, grew up in the ancient capital of Kyoto and became a tax accountant. He married and had three sons.

Ohye joined the youth group of the Japanese Imperial Army at 13 and went to Russia, where he was sent to a Siberian coal mine when Japan surrendered. He returned to be with his mother in Yuba City, California, in 1951, and worked as a bookbinder and a gardener.

He became homeless when he failed to collect payment for a restaurant he ran and later sold in the late 1950s.

About 10 years ago, the Veterans of Foreign Wars, a welfare service organization for U.S. veterans, found him a spot in the Eskaton Wilson Manor home for the elderly.

It was Eskaton's program to grant a wish called "Thrill of a Lifetime" that got Ohye back to Japan.

While others wished for rafting trips and football game tickets, the only thing Ohye wanted was to see his brother again. Eskaton administrator Debbie Reynolds put together a fundraiser for Ohye's trip.

Kamimura acknowledged it had been difficult to communicate with his brother through telephone calls because he didn't understand English. They would exchange a lot of "hellos" and then their conversations ended, he said.

"I am happy. He is the only brother I have," Kamimura said after watching Ohye blow out the candles on a birthday cake at a restaurant. "This may be our last time together."

Brian Berry, a graduate student at the University of Tokyo who was approached by Reynolds to help with the reunion and got Ohye from the Tokyo airport to Kyoto, was relieved the brothers were together at last.

"Even over time, with all that has been gone through, still the only thing you are thinking about is your family," he said. "Right when you're near the end of your life, you are still thinking about your family."

Greece, creditors move closer to deal in race against (Reuters)

ATHENS (Reuters) ? Greece and its private bondholders resume debt swap talks on Friday amid signs they are inching closer to a long-awaited deal needed to prevent a chaotic default by Athens.

Cash-strapped Greece is fast running out of time as it pushes to wrap up an agreement by Monday paving the way for a fresh injection of aid before 14.5 billion euros ($18.5 billion) of bond redemptions fall due in March.

After a breakdown in talks last week over the coupon, or interest payment, that Greece must offer on its new bonds raised fears of a disastrous bankruptcy, the two sides appeared to be moving to overcome their differences.

"The atmosphere was good, progress was made and we will continue tomorrow afternoon," Finance Minister Evangelos Venizelos said after Thursday's round of talks in Athens with Charles Dallara, head of the Institute of International Finance representing bondholders.

The IIF issued a statement echoing the minister, and called the discussions "productive."

Bankers and sources close to the talks say an agreement could be sealed in the next few days, though previous predictions of a quick resolution have proven premature.

"They are moving towards a deal and I believe they will clinch it as early as possible, maybe even before next week's Eurogroup meeting," an official who declined to be identified told Reuters.

The stakes could not be higher as the two sides head back to the negotiating table on Friday.

Greece needs to have a deal in the bag before funds are doled out from a 130 billion euro rescue plan that the country's

official lenders, the European Union and the International Monetary Fund, drew up in October.

The paperwork involved alone is expected to take weeks, meaning failure to secure a deal soon could put Athens at risk of a chaotic default in March, which in turn could jolt the financial system and tip the global economy into recession.

A large chunk of the bond swap must be agreed by noon on Friday and formalized before Monday's meeting of euro zone finance ministers, Venizelos has said.

Adding to the pressure, officials from the "troika" of foreign lenders have begun meetings with the Greek government on Friday to discuss reforms and plans to finalize that bailout package.

"Now is the crucial moment in the final battle for the debt swap and the crucial moment in the final and definitive battle for the new bailout," Venizelos told parliament on Thursday. "Now, now! Now is the time to negotiate for the sake of the country."

The troika heads are meeting Finance Minister Evangelos Venizelos and are scheduled to visit Prime Minister Lucas Papademos at 1600 GMT.

VARIABLE COUPON

Progress has been hard to come by in the latest round of negotiations, with bankers worried about suffering losses far higher than the 50 percent writedown they were expected to take on the nominal value of their bonds.

Actual losses for investors are expected to be much higher depending on the terms, such as the coupon, being negotiated.

A source close to the talks earlier said Athens and its foreign lenders had initially offered a coupon of just over 3.5 percent, but bondholders rejected that as too low. They were seeking a coupon of at least 4 percent, the source said.

One of the options being considered is a coupon that rises after staying stable for the first 10 years, another source close to the talks has said.

According to Greek press reports not identifying their sources, the two sides may agree a coupon ranging between 3 and 5 percent, depending on the new bonds' maturities, resulting into a net present value loss for investors between 65 and 70 percent.

Investors have also bridled at Greece's threat to enforce losses if not enough bondholders sign up to the deal.

The swap is aimed at cutting 100 billion euros off Greece's over 350 billion euro debt load.

Greece is stumbling through its worst economic crisis since World War Two, with unemployment at record highs and near-daily protests and strikes against austerity measures that have deepened an already brutal recession.

Nearly one out of two youths is unemployed and anger against waves of tax hikes and pay cuts is running high.

Its latest bailout - drawn up on condition Greece pushes through painful cuts and structural reforms - is expected to reduce Greece's debt to a more manageable 120 percent of gross domestic product in 2020 from about 160 percent now.

Japan cult member charged after years on run (AP)

TOKYO ? A senior member of the doomsday cult behind the 1995 nerve gas attack on Tokyo subways has been charged in a kidnapping case, one of dozens of cult-related crimes in the 1990s.

Tokyo prosecutors Friday indicted Makoto Hirata, a 46-year-old member of Aum Shinrikyo, for his role in the abduction and confinement of a follower's relative in 1995.

The victim later was slain and burned inside the cult's commune, but prosecutors said Hirata wasn't responsible in these.

Weeks later, Aum released sarin nerve gas in Tokyo's subways, killing 13 and injuring more than 6,000.

Hirata turned himself in to police on the New Year's eve and was arrested on the spot. His sudden reappearance after 17 years on the run has shocked Japan.

Swagger, insecurity feed China crackdown: dissident (Reuters)

WASHINGTON (Reuters) ? China's broad crackdown on dissent that has seen activists get lengthy jail terms and human rights lawyers disappear stems from a mix of arrogance and insecurity in Beijing, the most recently exiled Chinese dissident said on Wednesday.

"Behind the pride and conceit of the Chinese government there's a great sense of crisis and vulnerability," said Yu Jie, one of China's most prominent Christian dissidents, who ran afoul of Beijing for critical writing and for his close ties to writer Liu Xiaobo, the 2010 Nobel Peace laureate.

In his first public appearance after he arrived in the United States with his family last week, Yu described a near-death experience at the hands of police torturers, quoting one as saying "We'll pound you to death to avenge this (Liu's Nobel)."

Liu was convicted in 2009 on charges of inciting subversion and sentenced to 11 years in jail. His jailing and the secretive house arrest of his wife Liu Xia have become the focus of an international outcry over China's punishment of dissent.

Picked up by state security officers in Beijing the day before Liu's award ceremony in Oslo, Yu said he was taken to a secret location, beaten, stripped and kicked by plainclothes officials who threatened to post his naked pictures online.

Yu told a news conference that his captors burned his face with cigarettes, kicked and slapped him repeatedly. He was taken to the hospital for life-saving emergency treatment. When Yu tried to tell a doctor he'd been beaten, a security official threatened to "pull out all of the tubes from your body and let you die."

"If the order comes from above, we can dig a pit to bury you alive in half an hour, and no one on earth would know," Yu quoted one of his police interrogators as saying.

REPRESSION WORSENING, US ENVOY SAYS

Human rights groups have recorded worsening conditions for dissidents, lawyers and outspoken writers in China since the 2010 Nobel Prize decision infuriated China, if not earlier.

U.S. ambassador Gary Locke said in a televised interview this week that the human rights situation had deteriorated since before the 2008 Beijing Olympics.

"The human rights climate has always ebbed and flowed in China up and down, but we seem to be in a down period and it's getting worse," Locke told U.S. talk show host Charlie Rose on Monday.

"There's a significant crackdown and repression going on within China," he said in remarks that drew a swift denial from China's foreign ministry.

Chinese officials were not immediately available to comment on Yu's torture allegations. Last week Chinese Foreign Ministry spokesman Liu Weimin said he knew nothing about Yu.

Locke attributed the crackdown to the Chinese leadership's fears that a movement like the Arab Spring could happen in China. Other analysts say China's Communist Party is tightening controls over society ahead of a leadership handover late this year from President Hu Jintao to Vice President Xi Jinping.

Asked how he explained the ongoing crackdown, Yu again quoted the security official who oversaw his mistreatment in 2010, saying it represented official arrogance and sense of impunity fueled by China's economic success.

"He said: 'The Chinese government has lots of money and we are going to do whatever we want to do,'" Yu told a news conference in Washington.

Yu, 38, said he enjoyed relative freedom to write until he was "totally blocked" when China's current leadership team of President Hu Jintao and Premier Wen Jiabao came to power a decade ago.

Yu published a scathing book about Wen that was cited by police as one of his crimes and says he plans to put out "Hu Jintao: Cold-Blooded Tyrant" in 2012.

The soft-spoken and bookish-looking writer said the political transition in China will not make any difference.

"Whether it's Hu Jintao, Wen Jiabao or their future successors Xi Jinping and Li Keqiang, they are all representatives or surrogates of this elite interest group. They are not going to initiate political reform," said Yu.

Clinton commends Ivory Coast justice effort (AP)

ABIDJAN, Ivory Coast ? U.S. Secretary of State Hillary Rodham Clinton on Tuesday praised Ivory Coast's government for seeking justice and accountability for crimes committed after a disputed 2010 election sent the country spiraling into violence.

But human rights groups say Alassane Ouattara's administration has not done enough to prosecute members of its armed forces who are linked to massacres. Since Ouattara took office in April, only members of the previous regime have been imprisoned, prompting many to accuse Ouattara of "victor's justice."

"We commend the Ivorian government for the steps they are taking to hold those who perpetrated human rights abuses accountable," Clinton told reporters after a private meeting with Ouattara. "All Ivorians need to see that the rule of law is working, and that there is impartial justice. A transparent system to ensure that all atrocities are fully investigated, that the perpetrators regardless of which side they were on are held to account."

To date not a single official in Ouattara's military has been implicated. Both Human Rights Watch and Amnesty International have provided detailed documentation of alleged abuse by troops loyal to Ouattara.

Ouattara won the November 2010 election, but was blocked from office by ex-President Laurent Gbagbo, who refused to leave his post. For nearly five months, Ouattara was imprisoned inside an aging hotel, his exits blocked by the strongman's troops. Pro-Ouattara neighborhoods were shelled, and hundreds of his supporters were killed.

Ouattara only succeeded in removing Gbagbo after enlisting the help of a former rebel group, whose members now make up the elite tier of the Ivorian army. His troops are accused of setting fire to scores of villages, gang-raping women, and executing the infirm and the elderly.

Gbagbo was placed under house arrest, and late last year was airlifted to the Netherlands to face trial at the International Criminal Court. Further indictments from the world court are expected, and leading rights groups are pushing to have senior officials in Ouattara's administration tried.

Clinton also praised the economic recovery in Ivory Coast. Once one of the most prosperous nations in Africa, Ivory Coast was brought to its knees by the election dispute, its port closed, its bank accounts frozen. Since Ouattara took office, trade has resumed including in the profitable cocoa sector.

"I am inspired by how quickly not only the government but the people have moved from the violence of last spring, to successful legislative elections in December, and the commitment that is in the air to build a better future for all Ivorians," Clinton said.

Clinton is wrapping up a four-country tour of West Africa, which included attending the inauguration of Liberian President Ellen Johnson Sirleaf on Monday. In addition to Ivory Coast, Clinton will also visit Togo and Cape Verde.

Starting A Business After 50: How I Did It

Why do people start businesses? The typical answers -- to get rich, to follow a passion, to find work/life balance -- are rarely the true reasons. First of all, they're not sound rationales. Only the lucky few get rich running a business, you need a lot more than passion to make it work, and, in my experience, the search for so-called life/work balance becomes a fool's errand.

How do I know these things? Well, I have spent the better part of my adult years supporting, writing about and advocating for entrepreneurs -- most of them, somewhat ironically, as an employee, editing Entrepreneur magazine for over 25 years. For the past four years, I've been running my own company, so I speak from experience.

I will confess that it never occurred to me to start a business (outside of wishful thinking after editing an article on yet another successful entrepreneur and asking myself, "Why didn?t I think of that?"), until I was well into my 50s. After all, I was relatively happy with my job -- or so I thought.

This odd combination of contentment and self-delusion is common for the women who were born on the leading edge of the baby boom (I'm 59). When Betty Friedan wrote "The Feminine Mystique" in 1963, giving birth to the feminist revolution, many of us were still in grade school or junior high, relatively unaware of the possibilities that were being opened for us. In fact, a few years later, my high-school guidance counselor presented me with the three careers that were open to me: teacher, nurse or secretary. I, of course, promptly rejected them all, and out of desperation remembered seeing women's bylines in The New York Times, and declared my intent to be a journalist.

By our nature, journalists are not inherently entrepreneurial (or weren't -- there's been a primordial shift just in the last five years). We are trained to observe and report. So it took me a long time to realize I was in the equivalent of a bad marriage, pretending everything was OK, but knowing it wasn't. And I had been "married" far too long.

The perils of starting a business are well known. Most startups fail within the first five years. Cash flow is an issue, even in the best of economic times. And if you?re single, you realize there's no safety net, no spouse's income to rely on while you build your business. Add to that the fact that at 50 or older, there's simply less time to recoup any losses that may occur, and you wonder why anyone would be crazy enough to embark into the great unknown world of entrepreneurship.

And yet, why not? That?s the question I kept asking myself. Why not? And I could never come up with a reason. The truth is, I'm not very introspective. I don't mull things over very well -- I?m more the impulsive type. That's how I ended up on Thanksgiving day, at the age of 55, in Paris for the first time, staring at the magnificence of the Cathedral at Notre Dame sipping the best hot chocolate ever made, and deciding, "Why not?!"

I was in business with several of my former employees four months later. Little did I realize I was part of a surge: The Kauffman Foundation reports that in the past 10 years or so, 55- to 64-year-olds boasted the highest rate of entrepreneurial activity, while 20- to 34-year-olds had the lowest.

I won't lie and tell you owning a business is oh-so-easy. I have never worked this hard in my life. Or slept so little. There were moments (more like months) where I questioned my decision several times a day -- and my sanity even more often. There were times I didn?t think we'd make it. I can recount almost every high (meeting new people who've become friends, partners, clients and mentors; winning a new contract), and low (clients who go out of business; learning the cost of health care; finding out people you thought were your friends really weren't).

But I don't regret taking the leap. Do I wish I'd divorced my job earlier? Absolutely. But apparently "50 is the new 30" -- and The Telegraph newspaper in England has dubbed us 50-plus women "quintastics," so I?m not worried.

So why do people start businesses? Everyone has their own motivations. Some have no choice, others are pushed, some meticulously plan, others are spontaneously creative, and some, like me, just decide our time has come.

Wikipedia, Google protest US antipiracy proposals (AP)

NEW YORK ? January 18 is a date that will live in ignorance, as Wikipedia started a 24-hour blackout of its English-language articles, joining other sites in a protest of pending U.S. legislation aimed at shutting down sites that share pirated movies and other content.

Reddit.com shut down its social news service for 12 hours. Other sites made their views clear without cutting off surfers. Google blacked out the logo on its home page, directing surfers to a page where they could add their names to a petition against the bills.

Local listings site Craiglist took a middle route, changing its local home pages to a black screen directing users to an anti-legislation page. After 10 seconds, a link to the main site appears on the home page, but some surfers missed that and were fooled into thinking the whole site was blacked out.

The Internet companies are concerned that the Stop Online Piracy Act in the House and the Protect Intellectual Property Act under consideration in the Senate, if passed, could be used to target legitimate sites where users share content.

The 24-hour Wikipedia blackout is an unprecedented move for the online encyclopedia. The decision was reached after polling the community of contributors, but dissenters say political advocacy undermines the site's mission as a neutral source.

However, it's not complete: the block can be bypassed by changing browser settings to disable JavaScript, or by using the version of the site designed for cellphone screens.

There's also a "mirror" or copy, of Wikipedia called The Free Dictionary, but it's not up to date.

'Anger Management': Charlie Sheen Gets 'Redemption' From FX President John Landgraf

FX president John Landgraf defended his decision to bet big on Charlie Sheen's upcoming "Anger Management," a project he's given a series order without having seen a script.

"I walked into the pitch as skeptical as you might imagine I would be," Landgraf told reporters at the Television Critics Association press tour in Pasadena. "It was just a really excellent pitch. I think some of you saw Charlie last weekend and I think you saw a very different Charlie Sheen. And I saw that guy in the room. I saw a really good pitch for a comedy series. Funny and complicated and I think the character he ought to be playing at this point -- somebody with a checkered past but pretty self aware."
