Last year, the Steelers cut quarterback Ben Roethlisberger?s base salary from $11.6 million down to the minimum of $900,000.? The $10.7 million became a guaranteed payment, with the cap hit spread equally over the four remaining years in Roethlisberger?s deal.

The move added $2.675 million in cap charges to each year of the contract, pushing this year?s cap number to a belt-bending $19.6 million.

As MDS pointed out earlier in the afternoon, the Steelers plan to do it again, without extending the deal.? But with only three years left on the contract, the Steelers can?t take as large a chunk out of Roethlisberger?s cap number this time around.

Once again, Roethlisberger?s base salary is $11.6 million.? The Steelers could drop it to the 10-year minimum of $940,000.? The $10.66 million difference would then be converted to a guarantee, with the amount spread out over the final three seasons of his contract.

This would create $7.1 million in cap space.? But it also would increase Roethlisberger?s cap number by $3.55 million in 2014 and 2015.? With last year?s restructuring, that?s another $6.225 million to be carried in each of the final two seasons of Roethlisberger?s deal.

And with a base salary of $12.1 million due in 2014, it converts to a minimum cap number of $18.325 million next year.

Whatever the Steelers do, they should wait until March 5 to finalize it.? If they reduce the deal before then, Roethslisberger?s cap number would drop out of the top five in 2013 ? and the exclusive franchise tender the Ravens would have to pay to quarterback Joe Flacco would drop again.

ADB president leading name for Japan central bank

TOKYO (AP) ? Prime Minister Shinzo Abe is preparing to nominate Asian Development Bank President Haruhiko Kuroda to head Japan's central bank and help spearhead moves to revive growth in the world's third-biggest economy, local reports said Monday.

The current Bank of Japan governor, Masaaki Shirakawa, will step down on March 19, three weeks before his term ends. Abe intends to formally propose his replacement to parliament this week so as to allow a smooth succession, said government spokesman Yoshihide Suga.

Suga would not confirm the reports that Kuroda is the leading candidate, saying there was no official decision yet.

"The key is to return to the bold monetary policies advocated by the Abe administration," Suga told reporters. "We need to create an environment in which we can pursue those Abe policies."

Kuroda, 67, is an Oxford-educated former vice minister of finance who has been critical of the central bank's policies in the past and is thought to back Abe's strategies for seeking to revive Japan's economy by fighting deflation through monetary easing and hefty government spending.

Kikuo Iwata, a professor at Tokyo's Gakushuin University, and Hiroshi Nakaso, an executive director at the BOJ, are due to become the bank's top two deputy governors, the reports said.

During his years as the country's top financial diplomat, Kuroda often objected to the yen's protracted rise against the U.S. dollar, saying it did not reflect the fundamentals of the economy.

As head of the Manila, Philippines-based regional lender ADB, he has sought to balance the bank's mission of poverty mitigation with Asia's economic ascent and growing financial heft. He also often has urged China to ease foreign exchange controls that link the Chinese yuan to the U.S. dollar.

In Manila, ADB spokeswoman Harumi Kodama said "the selection of the candidate for governor of the Bank of Japan is really a decision for the government of Japan so ADB is really not in the position to provide any comment."

Despite frequent central bank interventions in the currency markets, the yen continued its long-term ascent thanks to its status as a safe-haven, and low interest rates that encouraged an international "carry trade" of borrowing in yen and using the money to invest in the bonds of countries with higher interest rates.

Abe's support for a weaker yen has lifted share prices and spurred a further decline in the value of the Japanese currency, which has weakened by about 20 percent against the U.S. dollar since last fall.

The benchmark Nikkei 225 stock index surged 2.4 percent to 11,662.52 on Monday. The yen was trading near 94.25 to the U.S. dollar, after sliding to a more than three-year low of 94.71 earlier in the day.

Since taking office in late December, Abe has pushed through a raft of policies aimed at helping Japan escape from recession through heavy public works spending and other measures meant to restore sustainable growth. Japan's economy is struggling with the aftermath of the 2011 natural and nuclear disasters, rapid aging of its population and the biggest public debt burden among leading industrial economies.

After months of lobbying by Abe, even before the Liberal Democrats took power following a landslide win in a Dec. 16 election, the Bank of Japan joined with the government in setting a 2 percent inflation target. So far, massive asset purchases by the central bank and years of near-zero interest rates have done little to boost investment or hiring by corporations put off by slack domestic demand.

"Japan needs something dramatic to happen. They are stuck," said David Harvey, director of the Canberra, Australia-based consultancy Asia Financial Group. He described Kuroda as a "smart cookie."

Shirakawa has chafed at Abe's pressure for more aggressive action from the central bank, and Abe's strong stance on monetary policy has raised concern he may be violating the Bank of Japan's autonomy.

Golf-Passionate Poulter again fuelled by matchplay energy

MARANA, Arizona Feb 23 (Reuters) - Whether it is the biennial Ryder Cup or the annual WGC-Accenture Match Play Championship, Ian Poulter has always been electrified by the challenge of one-on-one golf.

It has been no different this week at Dove Mountain where the flamboyant Englishman has remained unbeaten after four matches as he bids to replicate his title triumph here three years ago.

"My record in match play is very, very good and I'm just very comfortable going toe-to-toe with somebody," Poulter told reporters after beating American veteran Steve Stricker 3&2 in the quarter-finals on Saturday.

"I'm playing for myself this week. I really enjoy the fun of match play. As good as my record is in Ryder Cup, in some way it doesn't translate into playing just for yourself."

Poulter has been a talismanic force for Europe at the Ryder Cup where he has compiled an overall record of 12-3-0 with his eye-bulging, fist-pumping passion.

Asked to compare the intensity of the Ryder Cup with his focus at the Match Play Championship, Poulter replied: "It's there. It's there. Definitely, it's there. But you can't compare it. It's very difficult.

"In Ryder Cup you've got 50,000 fans, and here you haven't quite got that many fans, so you're not feeding off the crowd, you're just trying to do it yourself.

"You can't get as much adrenaline going as you can in the Ryder Cup, but yet there's still intense moments out there on the golf course to switch your brain on," the Briton said after improving his Match Play Championship (win-loss) record to 22-9.

CLUTCH PUTTS

Poulter made several clutch putts and one chip-in on the way to his victory over Stricker as he set up a mouth-watering showdown with champion Hunter Mahan in Sunday's semi-finals.

Long regarded as one of the best putters in the game, Poulter believes his all-round form this week very close to that in 2010 when he outplayed fellow Briton Paul Casey 4&2 in the Match Play Championship final.

"I feel as good," said the ultra-confident Englishman, a 12-times winner on the European Tour. "I feel I'm a better player today than what I was in 2010.

"I feel more equipped than what I was in 2010. I feel like I'm rolling the ball as good as I was certainly in 2010."

Poulter's decision to take six weeks off competitive golf since he tied for ninth at the PGA Tour's season-opening Hyundai Tournament of Champions in Hawaii has been especially beneficial this week.

"I couldn't be any more ready to play golf," he smiled. "Albeit I never played a round of golf for the last four weeks of my six weeks off, I didn't play one round, I didn't play one hole, so I came here very, very well practised.

"I had a lot of range work to do, so I've done that, and it's transferred from the range to the golf course this week. It was a case of, yes, I have had six weeks off and I just need to get that buzz going.

"I feel really good. It will be more mentally tiring than anything else over the next couple of rounds, so hopefully I can pull on what I've done in the last six weeks ... and be really strong tomorrow."

The two semi-finals will be followed by the championship final at Dove Mountain on Sunday. (Editing by Greg Stutchbury)

"I admit it is not the three percent, but the movement is going in the right direction, as both the France national audit office and the European Commission recognise," he said.

Spending cuts in 2014 would be made in the state budget, local budgets and the social security budget, Hollande said, reiterating that the government maintained its longer-term goal of a zero deficit in 2017.

Mr Hollande said France would continue to try and boost growth through public investment, notably with funds gathered through tax-free savings books and by state investment companies.

But he was downbeat about jobs, saying that if economic growth in 2013 was not better than the 0.1 percent the European Commission expects, unemployment would rise further.

"But if forecasts for one or 1.2 percent growth in 2014 materialise, we will see new job creation again," he said.

He said his cabinet would focus on jobs for young people.

"When youth unemployment rates in some countries are above 50 percent, 25 percent in France, there is a risk of explosion, and I do not want to jeopardise national cohesion" he said.

He said his government expects a report on pension reform to be completed this summer.

That will be followed by talks between unions and employers with a view to implementing pension reforms in 2014.

Fighting Racism In Israel

Israeli football hit the headlines due to a group of Beitar Jerusalem fans' reaction to the signing of two Muslim players. Fans unfurled a banner "Beitar pure forever," and sang anti-Muslim chants. I was in Israel that week and watched some Beitar fans booing their own team at the next away game. The Beitar offices were also torched.

Of course the strong and positive response to these events has not received the same attention. This is the real story. Israel has taken great strides to stamp out racism around football. Something that other European footballing nations could take heed from.

The Israeli FA disciplinary committee closed Beitar's east stand for five games and fined the club 10,000. The club banned 50 known troublemakers.

This did not immediately stop the trouble and when one player, Kadiev, made his debut some fans booed. This was drowned out by the applause of a far larger group.

The actions of this hardcore caused a national wave of revulsion. President Peres denounced the fans, Knesset Speaker Rubi Rivlin (Beitar fan) asked how Israelis would feel if a German or English club refused to have Jewish players, and former Prime Minister Ehud Olmert (Beitar fan) threatened to no longer attend matches.

Kadiev's debut came when Beitar played Bnei Sakhnin, the Arab-owned team. A rally held outside the ground by Kick Racism out of Israeli Football (KRO Israel) heard from Beitar legend Itzik Zohar. He said: "What has been happening here disgusts me. Football is for everyone and we cannot allow a small minority of racist fans to run the club."

KRO Israel celebrates its 10th anniversary this year. It was founded by the New Israel Fund. Its backbone is its Volunteers Forum who monitor matches and produce a weekly racism index of club's fans' behaviour. Over the years we have seen a marked reduction in racist incidents, with Beitar being by far the club with the greatest problems. KRO Israel now works closely with its FA and many clubs and it is a model that the English FA and UEFA both support and take lessons from.

(AP) ? Japan's new prime minister declared Friday he would make his country a stronger U.S. ally and joined President Barack Obama in warning North Korea that its recent nuclear provocations would not be tolerated.

After meeting Obama in the Oval Office, Prime Minister Shinzo Abe also sent a clear message to China: that while Japan does not want confrontation with Beijing, it won't tolerate challenges to its sovereignty over islands disputed by the two Asian powers.

Those regional tensions served as the backdrop for Friday's meetings, which came just two months after Abe began his second stint as Japan's prime minister following a convincing election victory.

Obama said he and Abe were united in their "determination to take strong actions" in response to North Korea's nuclear test this month, which followed a successful long-range rocket launch last month. That has propelled the isolated, authoritarian state closer to having a weapon of mass destruction that could threaten the U.S.

Abe said he and Obama have agreed to push for tougher sanctions by the U.N. Security Council and spelled out why Pyongyang's actions are cause for worry.

"They (North Korea) have increased the range of their missile immensely and have attained the ability to reach even the mainland United States," Abe said at a Washington think tank after his White House visit. He said Pyongyang was also claiming it has made a smaller nuclear bomb that could be delivered by missile.

Speaking through a translator, the Japanese leader said this was why the United States was pressuring China to exert more influence over its North Korean ally. Abe said it was important for the entire international community to do the same.

Most experts believe North Korea is still some years away from being able to hit America, although its shorter-range missiles could already threaten its neighbors.

Abe, a nationalist and advocate of Japanese relations with the United States, is the latest in a revolving door of Japanese prime ministers ? the fifth since Obama took office. That's made it difficult to establish a personal rapport between Japanese and U.S. leaders, notwithstanding the enduring nature of the bilateral relationship. Japan hosts about 50,000 American forces and is a cornerstone of Washington's Asia policy.

His first stint as prime minister was cut short in 2007 by ill health, but Abe's now riding high in the polls. He outlined Friday his policy to revive his nation after years of malaise by building a strong economy and strong national defense.

"Japan is not, and will never be, a tier-two country," Abe said. "That is the core message I am here to make. And I reiterate this by saying, I am back, and so shall Japan be."

He promised to enhance Japan's role in international affairs, build its cooperation with other democracies and promote open use of the seas and rules-based trade.

Japan's relationship with Washington has assumed more importance for Tokyo in recent months as it has locked horns with China over the control of unoccupied islands in the resource-rich seas between them.

The dispute flared after Tokyo nationalized some of the islands in September. China also claims the tiny islands, which it calls Diaoyu. It has stepped up patrols into what Japan considers its territorial waters, heightening concern that a conflict could be sparked. The tensions highlight the rivalry between China, the world's second-largest economy, and Japan, which is the third.

Obama did not address the dispute in his brief remarks, but separately, Secretary of State John Kerry complimented Japan on the restraint it has shown and its efforts to prevent a "significant confrontation."

Abe said that Japan had no intention of escalating the dispute and that his door was always open to Chinese leaders.

But he had some words of defiance, too, over Japan's sovereignty of the islands.

"We simply cannot tolerate any challenge now and in the future," Abe said. "No nation should make any miscalculation about firmness of our resolve. No one should ever doubt the robustness of the Japan-U.S. alliance."

The U.S. has treaty obligations to help Japan in the event of a conflict, obligations Abe said were a stabilizing factor in ensuring peace and stability in the region.

In comments that will be welcomed by Washington, Abe held out an olive branch to South Korea, a key U.S. ally that shares Japan's concern over North Korea's provocations.

He said the Japan-South Korea relationship was "extremely important" and he wanted to resolve the differences between them. The two Asian democracies have bickered over another island dispute, and Seoul believes Tokyo lacks contrition for its colonial past and use of Korean sex slaves during World War II.

Friday's meeting was an opportunity for the U.S. to gauge Tokyo's intent to join negotiations on the Trans-Pacific Partnership, or TPP, a regionwide free-trade pact pushed by Washington.

Abe held back from such a commitment that could prove politically risky before key elections in July for the upper house of the legislature, known as the Diet. Joining TPP is opposed by most of his party and Japan's small but politically powerful farming lobby.

However, a joint statement said the two leaders had agreed to continue their talks about Japan's "possible interest" in joining TPP. It appeared to offer some new wiggle room for Abe. It acknowledged sensitivities for Japan on certain agricultural products and for some manufactured products for the U.S.

The statement said that while all goods would be subject to negotiation, a prior commitment to eliminate all tariffs was not required.

Fendi in Milan sticks discreetly to fur heritage

MILAN (AP) ? Fendi is to fur what Ferrari is to cars. Yet given current concerns about animal rights, the brand has moved from the lavish fur coats that were all the rage in the 1980s to a more discreet way of interpreting fur as fashion.

At Just Cavalli, which showed right after Fendi on Thursday and also featured furs, an activist disrupted the show by jumping on the runway holding a sign that read "Your fashion is our death." She was forcibly dragged away as were several others in the audience who had held up similar signs.

At the latest Fendi winter collection presented Thursday during Milan Fashion Week, Silvia Venturini, the creative director and daughter of one of the company's five founding sisters, opted for wisps of fur used as hair decorations, bracelets, or charms hanging from Fendi bags.

Fur also appeared as inserts in a skirt or a dress, or sheered and fashioned into a cozy, but not showy, jacket. Long fur, usually goat, also seen on other runways during Milan's preview showings, was used to make up a skirt or a cape.

For decades, German born designer Karl Lagerfeld has been working with Fendi, adding his flamboyant designing talent to their creative genius.

This round he offered a constructed slim silhouette, with accentuated shoulders and a knee-length hemline. The look is sophisticated rather than sexy and used deep, dark shades of red and blue, which along with black are becoming the staple colors for next winter.

In the accessory department, Fendi chose to reinvent its iconic handbags, from the clutch bag ? this time furry ? to a modern version of the Mary Poppins bag.

The shoes are sure to be a winter hit. Whether a pump, a boot or a lace-up, each pair was elaborately decorated, some in fur, and comes with a pointed toe and a glistening mirrored high heel.

Pink stripe on NC illegal immigrant licenses eyed

(AP) ? A new North Carolina driver's license set to be issued to some illegal immigrants has a bright pink stripe and the bold words "NO LAWFUL STATUS," raising concerns about whether the design will brand those who show it.

The North Carolina Division of Motor Vehicles announced last week they would begin issuing the licenses March 25 following a lengthy legal review. The Obama administration's Deferred Action for Childhood Arrivals program grants valid federal work permits to qualified applicants brought to the U.S. as children without legal authorization.

Some Republican lawmakers in the state have balked at the idea, filing a bill Thursday to bar the DMV from granting the licenses until at least June.

Cinthia Marroquin, a 22-year-old Raleigh resident awaiting approval for a DACA permit, said the longer the license issue is delayed, the longer it will take for her to get a job and drive herself to work. Even if she is able to get one, she is worried about presenting a license declaring she has "NO LAWFUL STATUS" at a police roadblock or while writing a check at the grocery store.

"A lot of us are just scared," said Marroquin, who came to the U.S. from Mexico when she was 15. "We just want to be able to get a job and drive to work. Having that license is just going to show everybody you're here illegally, just buying a beer or writing a check. You don't know how people might react."

The American Civil Liberties Union of North Carolina also takes issue with the designation.

"North Carolina should not be making it harder for aspiring citizens to integrate and contribute to our communities by branding them with a second-class driver's license," said ACLU attorney Raul Pinto. "There is simply no reason for officials to stigmatize people who are in the U.S. legally with an unnecessary marker that could lead to harassment, confusion, and racial profiling."

Almost from the moment President Barack Obama announced the program in June, states across the country grappled with how and whether to issue driver's licenses to those granted legal presence.

The U.S. Department of Homeland Security has said it is up to officials in each state to make their own determination about what to do. Many states, such as Oregon and Georgia, have announced that they will grant driving privileges to those eligible.

In Arizona, where Republican Gov. Jan Brewer has pledged that DACA youths will not get driver's licenses, the state's DMV still lists federal work permits among the documents making people eligible for one.

The issue is especially politically charged in North Carolina, where current state law ordains a driver's license will be issued to anyone who holds valid federal documentation of their "legal presence" in the United States.

The office of the state's Democratic attorney general in an opinion last month said that under federal law, DACA participants have a "legal presence," even if they do not have "lawful status." Therefore, state law requires that DACA participants be granted licenses. Republican Gov. Pat McCrory's administration agreed, announcing last week the DMV would begin issuing the licenses.

That has upset many conservatives in McCrory's own party, including Rep. Mark Brody (R-Union). He is one of four freshmen legislators who introduced a bill Thursday to bar DMV from issuing licenses to DACA participants before June 15, potentially giving time to craft a permanent change to state law.

Brody said he believes strongly that the DACA program violated the U.S. Constitution because it was implemented without congressional approval. Obama said last year he was forced to take executive action by the decades-long failure of Congress to consider meaningful immigration reform.

"We need a time out," said Brody, a construction contractor. "We don't need to have the federal government dictating to us how we are supposed to issue licenses in this state. We do it, and that's a privilege we have under our Constitution."

Among the concerns raised by Brody and other bill sponsors is that illegal immigrants might use their new licenses to access social programs or register to vote, despite the bright pink markings. An extensive 2011 review of the state's 6.4 million registered voters by the N.C. Board of Elections found 12 instances were a non-citizen successfully cast a ballot.

Jose Rico, a 23-year-old Raleigh resident from Mexico who has already been issued DACA work permit, said he plans to be in line at the DMV on March 25 to get a license, even if it's pink. He will be extremely disappointed if state legislators pass a bill delaying or a denying his ability to do so.

"I don't know what's wrong with these people, why they're so afraid of people like me," said Rico, who has lived in the U.S. since he was 13. "It's so frustrating. I passed a federal background check, done everything right by the book. I'm paying taxes. I mean, we're just kids trying to go to school."

NASA's Kepler mission discovers tiny planet system: Smallest planet yet found around a star similar to our sun

Feb. 20, 2013 ? NASA's Kepler mission scientists have discovered a new planetary system that is home to the smallest planet yet found around a star similar to our sun.

The planets are located in a system called Kepler-37, about 210 light-years from Earth in the constellation Lyra. The smallest planet, Kepler-37b, is slightly larger than our moon, measuring about one-third the size of Earth. It is smaller than Mercury, which made its detection a challenge.

The moon-size planet and its two companion planets were found by scientists with NASA's Kepler mission, which is designed to find Earth-sized planets in or near the "habitable zone," the region in a planetary system where liquid water might exist on the surface of an orbiting planet. However, while the star in Kepler-37 may be similar to our sun, the system appears quite unlike the solar system in which we live.

Astronomers think Kepler-37b does not have an atmosphere and cannot support life as we know it. The tiny planet almost certainly is rocky in composition. Kepler-37c, the closer neighboring planet, is slightly smaller than Venus, measuring almost three-quarters the size of Earth. Kepler-37d, the farther planet, is twice the size of Earth.

The first exoplanets found to orbit a normal star were giants. As technologies have advanced, smaller and smaller planets have been found, and Kepler has shown that even Earth-size exoplanets are common.

"Even Kepler can only detect such a tiny world around the brightest stars it observes," said Jack Lissauer, a planetary scientist at NASA's Ames Research Center in Moffett Field, Calif. "The fact we've discovered tiny Kepler-37b suggests such little planets are common, and more planetary wonders await as we continue to gather and analyze additional data."

Kepler-37's host star belongs to the same class as our sun, although it is slightly cooler and smaller. All three planets orbit the star at less than the distance Mercury is to the sun, suggesting they are very hot, inhospitable worlds. Kepler-37b orbits every 13 days at less than one-third Mercury's distance from the sun. The estimated surface temperature of this smoldering planet, at more than 800 degrees Fahrenheit (700 degrees Kelvin), would be hot enough to melt the zinc in a penny. Kepler-37c and Kepler-37d, orbit every 21 days and 40 days, respectively.

"We uncovered a planet smaller than any in our solar system orbiting one of the few stars that is both bright and quiet, where signal detection was possible," said Thomas Barclay, Kepler scientist at the Bay Area Environmental Research Institute in Sonoma, Calif., and lead author of the new study published in the journal Nature. "This discovery shows close-in planets can be smaller, as well as much larger, than planets orbiting our sun."

The research team used data from NASA's Kepler space telescope, which simultaneously and continuously measures the brightness of more than 150,000 stars every 30 minutes. When a planet candidate transits, or passes, in front of the star from the spacecraft's vantage point, a percentage of light from the star is blocked. This causes a dip in the brightness of the starlight that reveals the transiting planet's size relative to its star.

The size of the star must be known in order to measure the planet's size accurately. To learn more about the properties of the star Kepler-37, scientists examined sound waves generated by the boiling motion beneath the surface of the star. They probed the interior structure of Kepler-37's star just as geologists use seismic waves generated by earthquakes to probe the interior structure of Earth. The science is called asteroseismology.

The sound waves travel into the star and bring information back up to the surface. The waves cause oscillations that Kepler observes as a rapid flickering of the star's brightness. Like bells in a steeple, small stars ring at high tones while larger stars boom in lower tones. The barely discernible, high-frequency oscillations in the brightness of small stars are the most difficult to measure. This is why most objects previously subjected to asteroseismic analysis are larger than the sun.

With the very high precision of the Kepler instrument, astronomers have reached a new milestone. The star Kepler-37, with a radius just three-quarters of the sun, now is the smallest bell in the asteroseismology steeple. The radius of the star is known to three percent accuracy, which translates to exceptional accuracy in the planet's size.

(AP) ? New York Yankees pitcher Phil Hughes could be sidelined for two weeks because of a bulging disk that will be treated with anti-inflammatory medication.

"I'm convinced I'll be symptom free in the next four or five days," Hughes said Wednesday. "I felt like I was kind of ahead of the game with my throwing. I threw a bunch of bullpens before I got here, and, thankfully, it's early enough in spring. It's a setback, but I still have a lot of time to get it right."

Hughes said he will be treated with the anti-inflammatory medication for four or five days. Yankees general manager Brian Cashman said it could be two weeks before Hughes could resume throwing off a mound.

"Obviously, it's something you wish you weren't dealing with and, hopefully, it's nothing major," Cashman said. "We'll know within the next two weeks. The expectations and the hope from that is that he'll be fine and ready to go. But there's no guarantees until we get through the two weeks' process and see where he's at. We won't be out of the woods until we see all that stuff."

Hughes needed an injection of painkiller in September 2011 to alleviate a seven-year-old back injury that recurred. A test then found inflammation caused by a herniated disk, an injury Hughes sustained in 2004 during his first professional season. When Hughes returned that year after the injection, the Yankees pitched him out of the bullpen.

The right-hander had an MRI on Tuesday, one day after experiencing discomfort in his upper back during a defensive drill. He has not experienced any problems before in this area of the back.

"I was covering first base, and I just felt something grab," Hughes said. "Just one step, one tweak, and that was it. There was nothing leading up to it."

Hughes went 16-13 with 4.23 ERA in 32 starts for the Yankees last season. If things progress well, Hughes would start doing pool work in four or five days, and then possibly throw a couple days after that.

"If I pick up a ball in seven days, I won't be too far behind in my throwing or anything," Hughes said. "It can be recurring if I don't take care of it now. Stay off it, let it heal, don't push it, and it won't be an issue."

Hughes is making $7.15 million this year. He is eligible for free agency after the World Series.

"I am pleased that he feels a lot better than he did a couple days ago, but you still have to worry about it," manager Joe Girardi said.

Nudes check out nudes at Austrian museum

VIENNA (AP) ? These museum goers didn't just leave their coats at the coat check. They handed over their shirts, trousers and underwear.

Everything, in fact, except their shoes and socks. After all, the stone floor can get chilly when you're touring an art exhibit in the nude, which was what more than 60 art lovers did in a special after-hours showing at Vienna's prestigious Leopold museum.

For many, the tour of "Nude Men from 1800 to Today" ? an exhibit of 300 paintings, photographs, drawings and sculptures focused on the bare male ? was a goose-bump-raising instance of life imitating art.

"I can't say I'm sweating," said office worker Herbert Korvas as he stood waiting in the atrium with other young men, wearing only socks, sneakers and a smile. Despite the cold, he said he was drawn to the idea of naked museum viewing "because it was something different."

But after a while it really wasn't. With no other viewers around, nude quickly became the new normal as the visitors quickly gathered around a ? dressed ? exhibition guide and moved slowly from one art work to the next, listening intently to their history.

And they weren't the first visitors to get naked either, despite the hoopla around the event that drew dozens of reporters and camera teams from Austria and elsewhere.

A man had already stripped at the exhibition of pictures and sculptures in November, calmly sauntering through the exhibition and dressing again only after a security guard asked him to do so. That act made news ? and sparked demand for Monday's all-nude showing, said museum spokesman Klaus Pokorny.

"We got requests from all over the world from people who were inspired by the exhibition ... who asked us 'can we visit the exhibition naked?'" he said.

On Monday, interest was definitely skewed along gender lines. Irina Wolf smiled as she looked around at the mostly male crowd lining up for tickets.

"I'm at a big advantage here," she said. "Only men around."

While Wolf said she is not someone who regularly strips in public places, the 40-something computer engineer and occasional theater critic, said "I want to see how I relate to such a group."

For others, Monday's event fulfilled a long-cherished wish ? even though they had a hard time explaining why.

Florian Kahlenberg from Munich said he found it "interesting to stroll through a museum naked, adding. "I've always wanted to do that."

Few visitors, naked or dressed, have complained about the show, despite some explicit material showing sexual acts. Described as among the most successful ever staged by the Leopold, it has drawn well over 100,000 people.

That fits with Vienna's relaxed attitude. Its turn-of-the-century decadence allowed Egon Schiele and Gustav Klimt to flourish, and the Leopold itself has a world-class collection of those and other artists known for their explicit depiction of the flesh.

But the Austrian capital's acceptance of nudity goes beyond museum exhibits. Thousands of men, women and children skinny dip daily in the Danube along stretches reserved for them during the summer, while racy lingerie ads dot huge billboards across the city all year round and a mass-circulation daily regularly prints photos of half-naked women.

Still, there are limits to Viennese tolerance. The Leopold was forced into cover-up mode last year after complaints over promotional posters plastered city-wide that showed three young and athletic men of different races wearing nothing but blue, white and red socks and soccer boots.

Swaths of red tape were subsequently placed over their sensitive parts.

Neuronal activity induces tau release from healthy neurons

Researchers from King's College London have discovered that neuronal activity can stimulate tau release from healthy neurons in the absence of cell death. The results published by Diane Hanger and her colleagues in EMBO reportsshow that treatment of neurons with known biological signaling molecules increases the release of tau into the culture medi-um. The release of tau from cortical neurons is therefore a physiological process that can be regulated by neuronal activity.

Tau proteins stabilize microtubules, the long threads of polymers that help to maintain the structure of the cell. However, in Alzheimer's disease or certain types of dementia, tau accumulates in neurons or glial cells, where it contributes to neurodegeneration.

In addition to intracellular aggregation, recent experiments have shown that tau is released from neuronal cells and taken up by neighboring cells, which allows the spread of aggregated tau across the brain. This release could occur passive-ly from dying neuronal cells, though some evidence suggests it might take place before neuronal cell death and neurodegeneration. The new findings indicate that tau release is an active process in healthy neurons and this could be altered in diseased brains.

"Our findings suggest that altered tau release is likely to occur in response to changes in neuronal excitability in the Alzheimer's brain. Secreted tau could therefore be involved in the propagation of tau pathology in tauopathies, a group of neurodegenerative diseases associated with the accumulation of tau proteins in the brain," commented Diane Hanger, Reader in the Department of Neuroscience at King's College London. In these experiments, Amy Pooler, the lead au-thor, revealed that molecules such as potassium chloride, glutamate or an AM-PA receptor agonist could release tau from cortical neurons in an active physio-logical process that is, at least partially, dependent on pre-synaptic vesicle se-cretion.

The new findings by the scientists indicate that tau has previously unknown roles in biological signaling between cells, in addition to its well-established role in stabilizing microtubules.

"We believe that targeting the release of tau could be explored as a new thera-peutic approach for the treatment of Alzheimer's disease and related tauopa-thies," said Hanger. Additional studies are needed in model organisms to test this hypothesis further.

Former NC State coach Lowe arrested on tax charges

Former North Carolina State basketball coach Sidney Lowe was arrested Monday and charged with failing to file his North Carolina state income taxes for three years.

Lowe didn't file returns in 2009, 2010 and 2011 - the last three years he coached the Wolfpack, according to the state Department of Revenue. He was booked at the Wake County jail Monday and released on a $10,000 unsecured bond on the misdemeanor charges.

Lowe is currently an assistant coach for the Utah Jazz. A spokesman said the team was aware of reports about Lowe's arrest but had no comment. Lowe also couldn't be reached for comment, and it wasn't known if he had an attorney.

Lowe kept his home in Wake Forest, north of Raleigh, even after taking the job with the Jazz, authorities said. He ignored a television reporter's request for comment Monday as he walked out of the home and entered an airport taxi.

Lowe was one of the most beloved players in N.C. State history for his role as starting point guard on the "Cardiac Pack" team that won the 1983 NCAA championship. He returned to Raleigh in 2006 to replace Herb Sendek as coach, but the Wolfpack struggled to sustain any momentum in Lowe's five seasons. He never made the NCAA tournament as a coach.

The Wolfpack never finished higher than ninth in the Atlantic Coast Conference under Lowe. He went 86-78, including just 25-55 in ACC play. Lowe was 3-16 record against rivals Duke and North Carolina, with two of those wins coming in his first year.

Lowe twice reached the NIT. He resigned in 2011 and the school hired current coach Mark Gottfried.

Lowe also spent five years as an NBA head coach in Minnesota and Memphis, compiling a 79-228 record.

Libyans put aside woes to celebrate uneasy anniversary

BENGHAZI/TRIPOLI (Reuters) - Thousands took to the streets on Sunday to celebrate two years since the start of Libya's revolution and a national political leader promised to end the sense of neglect experienced by Benghazi, the country's second city.

One thousand km (620 miles) east of the capital Tripoli, Benghazi was the cradle of the revolt that ousted dictator Muammar Gaddafi, but many citizens feel that they are yet to see the fruits of their military struggle.

There are calls in the eastern region - where most of Libya's oil wealth lies - for a return to a federal political structure and more regional autonomy, which Libya had before Gaddafi seized power in a coup in 1969.

Many are unhappy that the government is yet to disarm militias or write a new constitution.

National Congress leader Mohammed Magarief visited Benghazi on Sunday and sought to tackle simmering discontent in the city.

"We admit that we have not fulfilled our duties completely. Maybe the excuse is a lack of experience, but we have started from scratch and we will learn from the lessons we learned in the past months," Magarief told a crowd of about 200 people.

"We promise to end the neglect Benghazi feels and will push the government to spread Libya's wealth equally across the country."

Magarief, accompanied by several cabinet ministers, also promised to hand out money to Libyan families as "a valuable gift to celebrate the revolution" but did not say how much.

TIGHT SECURITY

Additional security measures have been taken in the run-up to the anniversary - Libya's borders with Tunisia and Egypt were closed and some international flights suspended amid fears of a new outbreak of violence.

All three North African countries have toppled autocrats since the start of 2011 and all three have political violence, inexperienced leadership and weak economies.

in Libya, security is a particular headache in Benghazi, where violence against foreigners and police assassinations have become common. While many celebrated, others watched soberly.

"I'm not here to celebrate; a revolution should be celebrated once its goals are fulfilled. In Benghazi we keep bringing up demands and nothing happens," Mohammed al-Shokri, 26, said.

There was no official program for the anniversary, but fireworks and patriotic music have filled the air since Friday.

In Tripoli, families poured out onto the streets in their thousands. In some neighborhoods, camels were slaughtered and displayed on the street for the occasion and elderly men waved flags at passing cars as they sipped tea. Youths banged drums on top of cars while men in traditional clothing rode on horses.

Men parachuted out of planes above the capital's seafront where ships also blew foghorns.

"You cannot imagine how I feel today, the joy is immense," Arbiya, a 24-year old engineering student said while in Martyrs Square, tears in her eyes as she carried a picture of her brother who died fighting Gaddafi forces in the 2011 conflict.

"Yes, there are still problems but we should all work together to make Libya a better country."
