After nine years of painstaking experiment, researchers in Japan reported yesterday that they have created a third atom of the element 113. That success, according to experts in the field, could see the element officially added to the periodic table. It would be the first artificial element to be discovered in East Asia, potentially giving the Japanese team the right to name it.

But that privilege is not assured. US and Russian researchers have also been hard at work on element 113, and say that they have created 56 atoms of it since 2003.

None of these sightings has been confirmed by the independent committee of experts appointed to rule on such matters. That shows how hard it is to prove the creation of new superheavy elements, although it also highlights the bureaucratic nature of the process set up to approve findings.

Quintillions of atoms
Since 2003, the Japanese team, led by Kosuke Morita, has been bombarding a bismuth target with a beam of zinc atoms at RIKEN?s Nishina Center for Accelerator-based Science in Saitama, near Tokyo. Their goal was to fuse the atomic nuclei of these elements to produce an atom with 113 protons and 165 neutrons in its nucleus.

This fusion is extremely unlikely. Over nine years, the beam has been switched on for a total of 553 days, during which time 130 quintillion (1.3 ? 1020) atoms of zinc have been fired at the bismuth target. Indeed, says Morita, the team knew that success would be unlikely from the start: they calculated that they would see only 3?6 successes in every 100 quintillion attempts.

The team had their hopes up early. By 2004, they had spotted what seemed to be an atom of element 113. But successful fusions cannot be observed directly. Jamming that many protons and neutrons together creates an unstable tumult of forces, and the atom falls apart within a few milliseconds. It decays, either splitting into two smaller portions (?fission?) or spitting out a series of small, charged particles ('?-decay') that are detected when they embed themselves in a surrounding silicon semiconductor. The timings and energies of these decay products hint at what the original material was, but they provide certainty only if the final decay product is one whose properties are already known.

In the first two of RIKEN's possible observations of the element, researchers recorded four ?-decays followed by a fission reaction, which they assumed came from an isotope of dubnium (element 105). But it wasn?t clear that the chain of ?-decays began with element 113. That, at least, was the conclusion of last year?s technical report from the body that pronounces on such matters, a group of experts drawn from the International Union of Pure and Applied Chemistry (IUPAC) and the International Union of Pure and Applied Physics (IUPAP).

Nor were the technical experts satisfied with separate observations reported in 2004 by a team of scientists at the Lawrence Livermore National Laboratory in California and the Joint Institute for Nuclear Research in Dubna, Russia. That team used a different reaction, slamming calcium into a target of americium (element 95) to create element 115. When this element fell apart, decaying to a stable dubnium end product, it was thought to produce element 113 along the way.

The Dubna experiments ? which would have created different, more stable, isotopes of 113 ? had the advantage that their reaction, in theory, worked 300?500 times as often as the Japanese experiment, says Yuri Oganessian, who works at the Dubna facility. On the other hand, each of the isotopes in the decay chain was new and had never been studied before. The team would have to study the chemical properties of the final atom in the chain to prove that it was dubnium, and therefore that element 113 had existed fleetingly inside their experiment, in order to satisfy IUPAC and IUPAP.

The re-entry of Chee Soon Juan in local politics

Dr Chee Soon Juan, the caricature of opposition politics in Singapore is seldom portrayed in a positive light. Yet, he never fails to have a sparkle in his conversation about what the future holds. I caught up with him to discuss about his plans, his future, a little bit about his past and particularly about his proposal get out of bankruptcy.

His political strategy of going for broke, quite literally, has brought him into financial straits. Some have questioned his wisdom of doing this, while others think that a more subdued approach like how some of the other leading opposition figures have done would have been better.

I have often wondered if he knew what he was signing up for when he decided to enter politics twenty years ago. Whether politics was on his radar screen, how he got interested in politics, his rise to fame or infamy as some would have it? He has certainly paid a big price, a political one at that, which he needs to overcome in the next few years to establish himself as a player.

Below is the first of a four part series. It is an eye opener if you?ve not known anything about this man. Read it, and find out for yourself if the media has done justice to him, his ideas and philosophy.

?

KP:???? You have been in politics for over twenty years and it has been a very rocky ride. They have called you names, bankrupted you and made life extremely difficult for you. Yet, you have preserved. What keeps you going all these years?

CSJ: ??? The worst thing that can happen to any politician is to be ignored. If you?re ignored, it really means you are not doing your job right. In fact, they call you all these names because you are getting under their skin and they just don?t like it. Autocrats don?t know how to react to constructive criticism other than to? call you names.

In an autocratic system they also control the mass media and they may succeed with the whole name-calling part and smearing you for the time being. But, you know, you?ve got to persevere.

If you understand autocratic systems, and have some understanding of history, you'll find that people have been worse off than what they have done to me. Some of these people have been imprisoned, maligned, tortured and in some cases even killed! The word then is perseverance. Change doesn?t come without persistence and perseverance. And if we forget that, we won?t achieve what we?ve set out to do.

So look, all these years, they may think that they have gotten the better of me, and they seem to be winning, but you know that freedom and justice finally comes through.

?

KP:???? Prior to entering politics, you were a lecturer.? You owned a landed property, you were financially stable, and had a stable career.? Then it started going downhill because of your involvement in politics and your political beliefs. Do you have any regrets?

CSJ: ??? I?ve lost a lot, but I don?t see the losses in terms of finances. Sure, life has been hard but I never really regretted it.

I really enjoyed research work and I was getting publications into major journals.? In fact, I had one of my papers published in the SMJ, Singapore Medical Journal.? But, that?s another story. That?s one of my strengths and I really enjoyed it. So, to a certain extent, yes I do miss that!

But, when you compare it to what needs to be done ? and you?re talking about an entire society ? if there was no one speaking up, things can go very wrong very quickly. So, in that sense, no, I haven?t looked back and said that joining the SDP was something I shouldn?t have done.

There were difficult times, nonetheless, when I wished things were a little better.? But, that?s when I tell myself that anything that?s worth doing, is never easy.?

?

KP:???? What is your definition of success?? Would you say that success is only limited to electoral success or do you have a broader definition of success?

CSJ:???? I have never seen getting into parliament as the endpoint that is not what I perceive as success.? If we?ve not reformed the system, whereby there are proper checks and balances, where the media is not controlled where labour unions are free to form and organise, then, we haven?t achieved anything at all!?

We have just seen autocrats being displaced by another bunch of autocrats and history is just repeating itself.? So, for me at least, success means when we get into the position whereby the ruling party or the government is part of the story and not the story. When we have civil society representing the people or segments of the people and when we have a strong opposition, able and willing to take over the government? That is my definition of success.

?

KP: ??? Compared to the other political parties, you have taken a different tack. Do you think being more compliant would have been more successful in terms of getting a seat in parliament?

CSJ: ??? I cannot speak for them; I can only speak for myself.? If you?re a keen observer, you should be able to compare and contrast. We are not going to get anywhere if all we do is to rely on elections to bring about democratic change.?

In a democratic system, you have the media to report fairly on both sides. You look at what?s happening in the UK; you look at what?s happening in the US right now, both incumbent and the challenger get a lot of coverage in the main stream media. We hear about their views, on their policies, on their strategies and so on.

I?m talking about a fair media. That doesn?t exist here in Singapore. How do you begin to fight an election when half the people out there, in fact, the overwhelming majority out there, don?t know what?s going on?

?I challenge you to go out and do a survey right now. Has anybody heard of my book ?Democratically Speaking?? The news has been going around on the internet but the newspapers are completely silent.

So how would people know? And if they don?t know, how do you expect them to go to the voting booth; and say ?yes,? I think this party makes more sense than that party?s policy, that this is what I subscribe to and I think it?s better for our society and country, and then vote accordingly.

In a democratic society, political parties can hold a public assembly so that we can go out and talk to the people. In Singapore, if we walk into a university, NUS for example, and ask students to organise an event so that we can talk to young voters, we?ll get stopped. That limits our ability to reach out.? Honestly, how do we ask them to vote for us? So, election in, election out, the PAP "wins".

Now, when people don?t know what the issues are, about how PAP is intimidating us, about our lack of civil liberties, about our economic issues and problems, about our over-reliance on cheap foreign labour and GDP growth at all costs, then how do you expect them to make an informed choice when they vote?

That?s how PAP gets the mandate all the time. What I?m trying to say is: let us be smart about this. Where is the problem? The problem is that we don?t have our freedom and that includes a free media. We don?t have a free press that?s why the PAP gets a free ride into parliament all the time. No, they are not held accountable! Nothing is transparent here.

We have this big problem! If we have a problem, let's resolve it by getting to the root cause. Once all these things are taken care of, we don?t have to worry about elections. The candidate that makes the most sense, the candidate that can appeal to most, the best candidate gets elected into the government.

And on that score, I am absolutely confident that the kind of policies that we?ve been advocating, the people will understand it and when they know it, when they get to hear it, they'll support us.

We don?t have resort to jailing people, we don?t have to shut them up to win elections.

?

Chee spoke in a soft but firm voice. He spoke with conviction about his beliefs. He is there as a reminder of the artificial boundaries, or OB markers that have been setup by the PAP. They need to be challenged, he says, and overcome in order to reach a society that is free from the political, social and economic domination of a single party.

NES light gun gets a laser upgrade, fulfils countless childhood dreams (video)

While it's not the DL-44 heavy blaster we've been holding out for, this Nintendo Zapper is almost as cool. Using the classic Duck Hunt light gun from the original NES, the team at North Street Labs created their own laser pistol. Using a 445nm diode, some batteries, wiring and imagination, the light gun was painstakingly put together, complete with physical safety lock and custom aim-assisting heat sink. The end result is a bona fide laser shootin' gun, capable of not only setting alight matches from a distance, but setting the curtains on fire too (probably). See it in action in the video after the break, where it also tops out their laser meter, rating it -- at least -- at an eyeball popping 2W. Suicide bomber kills 2, injures 45 at Catholic church in Nigeria

BAUCHI, Nigeria (AP) ? A suicide car bomber attacked a Catholic church conducting Mass in northern Nigeria on Sunday, killing two people and wounding another 45 in a region under assault by a radical Islamist sect, officials said.

An Associated Press journalist heard the explosion after 9 a.m. Sunday in the city of Bauchi, which has seen a number of bombings and shootings blamed on the sect known as Boko Haram. The blast appeared to hit a parking lot alongside the St. John's Catholic Church in the city.

Police and military surrounded the church and did not allow journalists inside the cordon. Later at a nearby hospital, Bauchi deputy police commissioner T. Stevens told journalists told that the bomber had been stopped at the church's gate, where he detonated the explosives packed inside his car.

Doctors cautioned more could die from their injuries.

"The situation has been brought under control," Stevens said. "We have our men minding all areas."

Stevens said no group or individual had claimed responsibility for the attack, though suspicion immediately fell on Boko Haram. The sect, whose name means "Western education is sacrilege" in the Hausa language of Nigeria's north, has been waging an increasingly bloody fight against nation's weak central government. More than 680 people have died in drive-by killings and bombings blamed on Boko Haram this year alone, according to an AP count. The sect has demanded the release of all its captive members and has called for strict Shariah law to be implemented across the entire country.

The sect has used suicide car bombs against churches in the past, most noticeably a 2011 Christmas Day attack on a Catholic church in Madalla near Nigeria's capital. That attack and assaults elsewhere in the country killed at least 44 people. An unclaimed car bombing on Easter in Kaduna killed at least 38 people on a busy roadway after witnesses say it was turned away from a church.

Attacks against churches by the sect have waned in recent weeks. Nigeria's military claimed it killed the sect's spokesman and a commander Sept. 17 outside the city of Kano, potentially shaking up a sect that has continued attacks despite a tighter military presence in northern cities.

The killing of members of the sect's senior leadership comes as the group recently changed some of its tactics and attacked more than 30 mobile phone towers throughout northern Nigeria, disrupting communications in a nation reliant on cellular phones.

Saturday night, the military conducted door-to-door searches in the northern cities of Damaturu and Potiskum, areas now under a 24-hour curfew that have been hard-hit by the sect.

Free bus passes for over-60s may be encouraging older people to be more physically active, say the authors of a study published today in the American Journal of Public Health.

Researchers from Imperial College London reached their conclusion by analysing four years of data from the UK National Travel Survey. They found that people with a bus pass are more likely to walk frequently and take more journeys by "active travel" - defined as walking, cycling or using public transport. These associations cut across socio-economic groups, suggesting that wealthier and poorer people are benefitting from the scheme equally.

Keeping physically active helps to maintain mental wellbeing, mobility and muscle strength in older people and reduces their risk of cardiovascular disease, falls and fractures. Previous research has shown that 15 minutes of moderate daily exercise is associated with a 12 per cent lower risk of death is people over 60.

Another study found that 19 per cent of adults in Britain get their recommended amount of physical activity through active travel alone. Public health organisations increasingly believe that "incidental" exercise, such as walking to and from bus stops, may have a key role to play in helping people keep fit.

Free bus passes for people aged 60 and over were introduced in England in 2006, entitling holders to free local bus travel after 9:30am on weekdays and all day on weekends and public holidays. Pressure on public spending has led to proposals for the scheme, which costs ?1.1 billion a year, to be scrapped, or for bus passes to be means-tested.

The scheme's proponents claim that it reduces social exclusion among older people and ensures access to travel for those on limited incomes. The authors of the new study believe that possible benefits for public health should also be taken into consideration.

"Given the need to encourage older people to be physically active, it's good news that the provision of free bus passes seems to be having a positive impact," said Sophie Coronini-Cronberg, from the School of Public Health at Imperial College London, who led the study.

"Before the government looks at reforming the scheme, they should make sure we understand its value to society. We would welcome more research in this area, such as a detailed cost analysis to establish whether the scheme represents good value for money."

The researchers examined data from the National Travel Survey from 2005, the year before free bus basses were implemented, until 2008. They included results from respondents aged 60 or over in England, giving a total of 16,911 people. The percentage of respondents with a free pass rose from 56.8 per cent in 2005 to 74.7 per cent in 2008.

The findings show that the biggest factor associated with not using active travel or walking is having access to a car. People in large urban areas are more likely to use active transport, and people in rural areas or small towns are more likely to report walking frequently.

Officials: 200 inmates brawl at Arizona prison

About 200 inmates at an Arizona prison fought each other for up to a half hour Thursday, injuring several inmates and a guard, correction officials said.

A joint report by NBC station KPNX and The Arizona Republic said that the fight meant a unit at Arizona State Prison Complex-Tucson would be on lockdown for several days while authorities investigate, according to officials.

The fight broke out at 5:30 p.m. local time (8:30 p.m. ET) in the Santa Rita Unit yard, Bill Lamoreaux, an Arizona Corrections spokesman said, according to the report. Tactical Support Unit teams and prison personnel regained control of the yard within a half hour.

Reuters reported that officers secured the yard without the use of force.?

The prison staff member who was hurt suffered an injury to the ribcage, Lamoreaux added.

The prison complex has 5,150 beds, while the Santa Rita Unit has 768 beds, 727 of which were occupied Thursday.

On Wednesday, a prisoner was shot and injured and 12 others were hurt when 60 inmates rioted at?California State Prison-Sacramento ? known as "New Folsom."?

Thirteen people were stabbed, shot or injured in a prison riot in Folsom, Calif., sparked by a dueling group of inmates. KCRA's Mike TeSelle reports.

Guards fired six bullets from a rifle and blast dispersion rounds during their efforts to stop the fighting.

Maryland is richest state; Mississippi?poorest

Median household income in the United States declined for the second straight year, according to data released from the U.S. Census Bureau today. Income was $50,502 in 2011, more than 8 percent below the 2007 pre-recession peak.

While the trend is generally down, some states fared far better than others. Median income ranged from $36,919 in Mississippi to $70,004 in Maryland, positions both states have held since before the recession. Based on the 2011 Census Bureau American Community Survey, 24/7 Wall St. identified the states with the highest and lowest median household income.

24/7 Wall St.: The World's Best (And Worst) Economies

Between 2010 and 2011, Vermont was the only state where median income increased. Income fell in 18 states and remained statistically unchanged in 31. ?In Hawaii, which remained one of the wealthiest states in the country, median income decreased by more than $3,000 between 2010 and 2011 alone.?

Not surprisingly, poverty rates continued to be high. The percentage of Americans living below the poverty line increased in 17 states between 2010 and 2011, the third consecutive increase for 10 of these states. Of the states with the lowest income, eight had among the 10-highest poverty rates. Mississippi had the highest poverty rate in the country, at 22.6 percent of residents, compared with the national rate of 15.9 percent.?

The poorest states in the country are almost entirely found in the South, with the exception of New Mexico. The wealthiest states can be found all across the country, including three in New England, four in the Mid-Atlantic, and two outside the contiguous 48 states.

Of course, not all residents of the wealthiest states earn as much as the median. According to the Census Bureau?s Gini Coefficient, which measures income inequality, there was a significant increase in the divide between the rich and poor in 20 states. The measure remained unchanged in the rest.

Though income inequality affects rich and poor states alike, the poorest states struggle with it most. Inequality was high in only three rich states: California, Massachusetts and Connecticut. Meanwhile, with the exception of West Virginia, all of the poorest states had among the highest income inequality scores, with six in the top 15.

In an interview with 24/7 Wall St., Brookings Institution fellow Elizabeth Kneebone explained that income inequality at a state level is often influenced by differences between the state?s high- and low-income cities and between urban and rural areas. ?These are metropolitan economies that drive a lot of these [state] trends.? This was especially the case in California, where the Bay Area?s wealthy suburbs have incomes fueled by the tech industry and the low-income areas in other parts of the states are agricultural-based economies.

At least one positive development involves health insurance coverage, which increased in 37 states. While the poorest states improved, coverage remained relatively low. Three of the poorest states were among the 10 with the lowest coverage. In New Mexico, nearly 20 percent were not insured in 2011, much higher than the 15.1 percent national average. In the wealthiest states, coverage was among the highest, with four states having greater than 90 percent insured. ??

24/7 Wall St.: Brands That Will Disappear in 2013

While most of the states with the lowest incomes suffer from weak economies, unemployment was not a significant problem. Only two states were among the worst 10 for unemployment in 2011. In fact, five of the worst-off states had unemployment rates lower than the national rate of 8.9 percent last year. In Oklahoma, one of the poorest states, unemployment was 6.2 percent. In the states with the highest median incomes, the results were similarly varied.

According to Kneebone, it is not a surprise that unemployment and income appear unrelated. ?"Earnings for middle and lower-wage workers have fallen or stagnated over time," Kneebone explained. "So you can have a situation where jobs are being created ... but the types of jobs matter. If those are jobs that pay low wages, even if you?re working full time, that might not be enough to lift you above the poverty line.?

To identify the states with the highest and lowest median household income, 24/7 Wall St. reviewed state data on income, poverty, and health insurance from the U.S. Census Bureau?s 2011 American Community Survey (ACS). Based on Census treatment, median household income for all years is adjusted for inflation. We also reviewed unemployment data provided by the Bureau of Labor Statistics and additional 2011 ACS data on individual cities. Because the cost of living has a direct bearing income, 24/7 Wall St. considered cost of living data for Q4 2011 from the Council for Community and Economic Research.

The Richest States

1. Maryland

  • ?Median household income: $70,004
  • ?Population: 5,828,289 (19th highest)
  • ?Unemployment rate: 7 percent (15th lowest)
  • ?Percent below poverty line: 10.1 percent (2nd lowest)

Maryland, which has had the highest median income of all states since 2006, was the only state in the country to have a median income above $70,000 in 2011. The state?s 10.1 percent was well below the national rate of 15.9 percent. Furthermore, a sizable portion of the population is earning well above the median income. Maryland is one of three states, along with New Jersey and Connecticut, where more than 10 percent of families earned more than $200,000 in 2011. Across the U.S., only 5.6 percent of families made more than $200,000 in 2011.

2. Alaska

  • ?Population: 722,718 (4th lowest)
  • ?Unemployment rate: 7.6 percent (22nd lowest)
  • ?Percent below poverty line: 10.5 percent (4th lowest)

In 2011, Alaska moved ahead of New Jersey to take the spot of the state with the second-highest median household income in the country. The state benefits from its vast natural resources, particularly oil, natural gas, and timber. Since 1957, the state has collected nearly $100 billion in taxes from oil and gas companies, and Alaska oil production has accounted for more than 13 percent of total U.S. production. Most residents reap the benefits from these payments. Income inequality in the state is the second-lowest in the country. Just 3 percent of Alaskan families earned less than $10,000 per year compared to the 5.1 percent nationwide. Meanwhile, despite the state?s high median income, just 5 percent of families earned more than $200,000 per year.

3. New Jersey

  • ?Median household income: $67,458
  • ?Population: 8,821,155 (11th highest)
  • ?Unemployment rate: 9.3 percent (14th highest)
  • ?Percent below poverty line: 10.4 percent (3rd lowest)

In New Jersey, 10.9 percent of families earned more than $200,000 last year and just 10.4 percent of residents lived below the poverty line, fewer than all states except for New Hampshire. Still, there were areas in the state where poverty was more widespread. In Newark, 31.6 percent of residents lived below the poverty line, while Paterson?s poverty rate was 28.9 percent. In contrast to the state as a whole, families in Newark were more than 16 times more likely to earn less than $10,000 than over $200,000 a year. Similarly, in Paterson, 16.2 percent of families earned under $10,000 per year, while just 1.4 percent earned more than $200,000 annually.

The Poorest States

1. Mississippi

Not only did Mississippi have the highest poverty rate in the country, but 7.8 percent of Mississippi families made less than $10,000 in 2011, which was also the lowest rate in the country. While unemployment declined in most states between 2010 and 2011, Mississippi?s actually rose 0.2 percentage points, one of only two states to see an increase in unemployment.

2. West Virginia

The proportion of West Virginia residents without health insurance grew 4.9 percent, the third-largest increase in the U.S. Fortunately for cash-strapped residents, although the state?s overall cost of living is in the middle of the pack compared to all other states, the cost of groceries is the third lowest in the country.

3. Arkansas

While the national median household income fell to $50,502 in 2011, Arkansas was just one of three states where median income remained below $40,000 for the year. Despite an unemployment rate of 8 percent in 2011, nearly one percentage point below the national rate, the 19.5 percent of families lived below the poverty line, one of the nation?s highest rates. Poverty was slightly less of a problem in Little Rock, the state?s largest city, which had a 16.4 percent poverty rate and a median income of $40,976. Despite having the third-lowest cost of health care nationwide at the end of 2011, 17.1 percent of residents lived without health insurance last year--well above the national figure of 15.1 percent.
