GOP senators unveil new Medicare overhaul plan (AP)

WASHINGTON ? Two Republican senators unveiled a Medicare rescue plan Thursday that features an accelerated transition to private health insurance for many seniors, a gradual increase in the eligibility age, and higher premiums for middle-class and upper-income retirees.

Sens. Tom Coburn of Oklahoma and Richard Burr of North Carolina say they're not out to win a political popularity contest. Instead, they want to engage fellow policymakers and the public in a "grown-up" conversation about the scope of changes needed to preserve Medicare in some form for future generations.

"All of us in Congress are running around fixing everything except our biggest problem," Coburn said in an interview. "If you don't start fixing Medicare now, you can't save it."

The plan to be announced Thursday is unlikely to advance in Congress during an election year, but it will help define the debate for presidential and congressional candidates.

Medicare covers health care for 49 million seniors and disabled people, providing essential protection against unpredictable medical costs in retirement. But the program is widely acknowledged to be in serious trouble. Its giant trust fund for inpatient care is projected to become insolvent in 2024, meaning that payroll taxes collected will not be enough to cover the full cost of expected benefits.

Many pieces of the Coburn-Burr plan received bipartisan support in proposals last year from two commissions on the national debt, House Budget Committee Chairman Paul Ryan, R-Wis., and even President Barack Obama. Those include limiting the use of private supplemental insurance by seniors, raising premiums for upper-income beneficiaries and revamping Medicare's copayments to provide better protection against catastrophic costs while requiring greater financial responsibility for routine medical bills.

Like Ryan, Coburn and Burr would gradually raise the eligibility age to 67.

But their plan also differs in several important ways.

It would start the transition to a system dominated by private insurance plans in 2016 instead of waiting a decade, as Ryan has proposed. Private plans would compete with a government-sponsored program, a retooled version of today's Medicare. Seniors would get a fixed amount from the government which they could apply toward a private plan or the government plan modeled on Medicare. Benefits would not be spelled out, but all plans would have to meet a test of basic insurance value.

"We have created a competitive bid model much like Part D ? the Medicare prescription benefit," said Burr. "Across the spectrum, some seniors would go for lower premiums and some for higher premiums and richer benefits."

Another key difference with proposals from Ryan and Obama is that the new plan would not attempt to cap the future growth of Medicare spending, relying instead on competition to hold costs down.

The proposal has not been reviewed by the nonpartisan Congressional Budget Office, but Coburn and Burr say it could save $200 billion to $500 billion over a decade.

Houston legacy to continue in final film, song (AP)

LOS ANGELES ? For Bishop T.D. Jakes, watching Whitney Houston sing a classic gospel hymn two months ago made him sure the long-struggling singer was poised for a comeback.

Instead, her soulful rendition of "His Eye is on the Sparrow" will be the last chance for audiences to see Houston perform new music. Her performance was filmed for a scene in the upcoming movie "Sparkle," in which Houston stars as the mother of a family of girls who form a singing group and struggle with fame and addiction.

Houston's death on Saturday in the bathroom of her room at the Beverly Hilton Hotel thwarted any chance for the singer to rebound from years of damage to her voice and reputation caused by drug abuse and erratic behavior.

The footage of Houston singing is nowhere near as voluminous as the rehearsal videos left behind by Michael Jackson that were crafted into the film "This Is It." Yet "Sparkle" represents a similar opportunity for audiences ? the chance to see a once-gifted but since-tarnished artist perform one last time.

Jackson's film, released four months after his death, earned more than $250 million worldwide; the success of "Sparkle," scheduled for release on Aug. 17, remains to be seen. But Jakes predicted audiences would be moved by Houston's singing of the "Sparrow" gospel classic and another song recorded for the film.

"She delivered it with such conviction that it was a very touching moment in the filming of the movie," recalled Jakes, a Texas minister who helped produce the film. "She just left such a deep impression on everybody."

Houston's performance, filmed in Detroit, brought tears to the eyes of those on the "Sparkle" set, Jakes said.

The film's executive producer, Howard Rosenman, said the film will show audiences a "Whitney that people have never seen, Whitney that people have never heard."

By the time of her death, Houston was far removed from her defining film role in 1992's "The Bodyguard," which not only became a blockbuster, but also broke down cultural barriers and produced an award-winning soundtrack anchored by the singer's vocals.

Posthumous releases are nothing new to modern audiences, who watched Heath Ledger's Oscar-winning turn as the Joker in "The Dark Knight" in the summer of 2008, months after his accidental overdose death. A day after Houston's death, Amy Winehouse's parents accepted a Grammy Award for her duet with Tony Bennett, "Body and Soul," which appeared on the crooner's best-selling album "Duets II."

The cache of rehearsal footage for his comeback concerts that Jackson left behind when he died in June 2009 helped his estate dig out of debt and showed the world the first images of Jackson performing that it had seen in years. Concert promoter AEG Live released 30-seconds of footage a week after the singer's death and the hundreds of hours of video were crafted into "This Is It," which not only demonstrated the King of Pop's showmanship, but also aided prosecutors who secured an involuntary manslaughter conviction against the singer's personal physician.

Clips from the film were played for jurors during last year's trial of Dr. Conrad Murray, and even a defense attorney had to admit after watching unreleased footage that it didn't show the singer was impaired as Murray's team had hoped it would.

Sony Pictures Entertainment, which will distribute "Sparkle," declined to comment for this story or say whether it planned to release any footage of Houston's singing before the film's release.

The movie is a remake of a 1976 film written by Joel Schumaker and Rosenman, who said it became a cult favorite in the African-American community because of its complex characters during an era when so-called "blaxploitation" films focused on caricatures. The upcoming version co-stars Jordin Sparks, who rose to fame after appearing on "American Idol."

Sparks has not commented on Houston's death or her work with the singer on the film.

Jakes said Houston's role in the film mirrors her own life and struggles. Houston was professional and courteous during filming, he said.

"I think the coming production will in many ways memorialize the depth of who she is," Jakes said.

By the time the film and soundtrack are released, some of the questions surrounding Houston's demise should be answered. Although investigators found some prescription medications in Houston's hotel room, officials are awaiting the results of toxicology tests before determining her cause of death.

Jakes said although he wasn't on set every day, he never saw Houston act unprofessionally.

"I certainly got the feeling she was trying to reposition her life and move forward with more focus and commitment to her faith," he said.

Although famous for her love songs, Houston began singing in church in New Jersey, where her mother, Grammy-winning gospel singer Cissy Houston, led a choir for many years.

Whitney Houston apparently felt comfortable returning to those roots in recent months. In addition to her work in "Sparkle," she sang "Yes, Jesus Loves Me" for an audience in Hollywood two days before her death. It was her final performance.

UK's top court to hear case of hacking private eye (AP)

LONDON ? Britain's Supreme Court says it will hear the case of a private investigator who is fighting to keep secret who told him to hack phones on behalf of the News of the World tabloid.

Glenn Mulcaire was jailed briefly in 2007 for eavesdropping on the phones of royal aides, and police have found the names of hundreds of other potential victims in his notes.

Comedian Steve Coogan is suing Mulcaire and Rupert Murdoch's newspaper company, and wants Mulcaire to reveal who asked him to intercept voicemail messages.

Mulcaire wants to use the traditional privilege against self-incrimination to avoid doing so, but earlier this month the Court of Appeal ordered him to disclose the names.

The Supreme Court said Wednesday it would hear Mulcaire's case on May 9 and 10.

Under normal circumstances, those who witness a lovers' spat are often left feeling awkward and as if they intruded on an incredibly private moment. But somehow everything changes once Twitter gets involved?? especially if the bickering parties are the grammar gods behind the Associated Press (AP) Stylebook and their counterparts, the funny bunch who runs the?@FakeAPStylebook parody Twitter account.

It all started on Feb. 14, better known as the most romantic day of the year, when the @FakeAPStylebook account tweeted that "[d]espite widespread confusion, the proper spelling is 'Valentimes Day.'"?The folks behind the official?@APStylebook?Twitter account couldn't resist issuing a correction: "Despite @FakeAPStylebook guidance to the contrary, it's Valentine's Day, St. Valentine, giving your love a valentine."

These seemingly innocent tweets quickly escalated into something straight out of a Twitter-friendly romantic comedy.?

@FakeAPStylebook encouraged bystanders to disregard?@APStylebook's corrections before suddenly wondering why on earth the account wouldn't be its Valentine. "Is it that floozy @ChicagoManual again?"

@FakePewResearch ??a parody Twitter account for?the Pew Research Center, an organization known for providing data on public-opinions?? chimed in to suggest that "7 out of 10 respondents called @ChicagoManual?'a home-wrecking Jezebel.'"?@APStylebook rushed to defend?@ChicagoManual and ... well, you can check out the full transcript of this ridiculously nerdy lovers' spat below.

But before you scroll down, consider this: The characters in this exchange are the Twitter accounts of two official and well-respected organizations and two silly parody accounts. Yet they all interacted with each other and entertained the crowds.

As ZDNet writer Ed Bott pointed out after seeing me tweet about the whole incident, this "is how a parody [Twitter] account is supposed to work." And it's also how an organization should deal with its parody counterparts on social media services.

Coke and Pepsi may be readying another Cola war

They're the top selling brands of drinks in the U.S., but they are facing increasing competition not only from each other, but their own brands of bottled water, juices and the like.

Pepsi has announced it will spend $600 million more in marketing. Its recent Super Bowl ad may show how much of that will be used taking on its No. 1 competitor Coke in a new cola war.

At its investor meeting last week, PepsiCo said it would spend on its core brands ? Pepsi chief among them ? with a particular focus on North America. On Super Bowl Sunday, the company ran an ad featuring a Coca-Cola Zero deliveryman buying a bottle of his competitor's beverage.

Facing declining consumption in North America, the two beverage titans are doubling down on their flagship colas."It looks like it's back to Coke versus Pepsi right now," said Peter Daboll, CEO of Ace Metrix, a company that measures ad effectiveness. "I really think the cola wars are going to be focused on the base brands. Three long polar bear spots in the Super Bowl says something," he said in reference to Coke's big game ads.

Along with the renewed investment in its flagship brand, PepsiCo told investors it plans to undertake aggressive cost-cutting, including cutting 8,700 jobs. Coca-Cola has fared better financially ? it?announced a 4 percent revenue increase and a 1 percent increase in North American sales volume last week ??but, like Pepsi, it's also pouring money into marketing. Executives told investors a $650 million savings plan would benefit brand-building initiatives.

The two companies are fighting not only each other but the flood of other beverages ? bottled tea, energy drinks, juice and niche products like coconut water ??on the market today. Per-capita soda consumption in the U.S. topped out at 54.9 gallons in 1998, according to research and consulting company Beverage Marketing Corporation. Sales have slipped slightly but steadily every year; preliminary figures indicate that per-capita consumption last year was 43.6 gallons.?

"Having said that that, people still drink more carbonated soft drinks than any other beverage in the US," said Gary Hemphill, managing director of Beverage Marketing Corporation. "Nothing else even comes close to it." The second most-popular beverage category in the U.S. is bottled water; last year, per capita consumption was an estimated 29.3 gallons.

"They want to put their resources where their biggest brands are," Hemphill said. "Even with all these new segments that have emerged, carbonated soft drinks are still far and away the biggest category in spite of the recent declines." Increasing sales of Coke or Pepsi by even a small increment would have more of a bottom line impact than increases in other, more narrow business lines.

"Even if they can stabilize and bring the marketplace to flat, that would be a win for them because it would reverse years of declines," Hemphill said. To do that, analysts say both are going to pull out all the stops in their marketing, with more TV advertising, a greater social media presence and more attempts to integrate the brands with pop culture.?

"It's really about trying to show you that Pepsi is something that matters to you," Daboll said. "It's hip, it's connected, it's related to artists you're comfortable with." The Super Bowl ad for Pepsi-Cola would seem to fit the bill, featuring relative unknown Melanie Amaro, winner of singing competition the X Factor, and rock legend Elton John, with a last-second appearance by rapper-turned-reality-TV-fixture Flavor Flav.

Daboll said both Coke and Pepsi have historically done well tapping into pop culture and music to make consumers feel an emotional connection to the brand. "That form of advertising, these two brands halve done better than anyone else in history," he said.?

Two bright spots for both companies are sodas sweetened with sugar or artificial sweeteners instead of corn syrup, analysts have observed. Coke Zero and Pepsi Max are both new entrants in the diet category that have performed well, even among male consumers ? not traditional consumers of diet colas.?

Coke Zero sales grew by 11 percent in 2011, the fifth year in a row the product pulled down double-digit growth figures. Pepsi Max debuted in 2007 as Diet Pepsi Max. Two years later, PepsiCo dropped the word "diet" from the name and the drink hit a billion dollars in annual sales.?

Both companies are targeting men in an effort to keep this momentum going, with ads like the Pepsi Max Super Bowl commercial, and Coke Zero's tongue-in-cheek campaign to make the day after the Super Bowl a national holiday.?

Pepsi is also likely to continue hitting its rival directly, as in the Pepsi Max Super Bowl spot. Another series of ads the company kicked off last summer show Santa Claus and polar bears ??two staples of Coke's holiday advertising ? lounging around on summer vacation, drinking Pepsi. ?

Whether or not these potshots will have an effect on Coca-Cola ? or whether it will fire back with some zingers of its own ??remain to be seen. The stakes are higher for Coke in that, unlike Pepsi, it doesn't have a wide portfolio of snacks and other foods to fall back on if consumers don't drink its beverages. But this is Coke's game to lose.?

Analysts criticized Pepsi for expanding into healthier offerings and neglecting the flagship brand after Indra Nooyi took over as CEO in 2006. Regular Pepsi even suffered the indignity of losing the number-two soda slot to Diet Coke in 2010. Last week, Nooyi shot down the suggestion that PepsiCo would split up its beverage and snack portfolios into two separate companies, a prospect that had been raised by some analysts.?

"I think one of the mistakes Pepsi's made is that Nooyi has taken her eyes off Pepsi and she's focused on these better-for-you, lower-margin product items," said Daboll. "I think you're going to start to see a counter-shift back to basics."?
